A. MINUTES RECOMMENDATION: CONSENT CALENDAR Motion to approve the minutes from the regular meeting of January 28, 2002. RECORDING SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The January 28, 2002 Agenda was posted at the City Hall Council Chambers on January 25, 2002 at 3:25 p.m. C. ZONING ORDINANCE AMENDMENT NO. 01-10 (Continued by the Planning Commission January ~4, 2002 to February 71, 2002) Filed by the City of Santa Ana to amend Chapter ~1 of the Santa Ana Municipal Code regarding commercial storage, mini-warehouse, and recreational vehicle and/or boat storage use in the Light Industrial (M1) and Heavy Industrial (M2) zoning districts. PUBLISHED IN THE REGISTER: November 2, 2001 RECOMMENDATION: Continue to February 25, 2002. * * * END OF CONSENT CALENDAR Charles View, Planning Manager, announced that he had accepted a position with the City of Brea as the Development Service Director. The Commission noted congratulations to Mr. View. WORK STUDY SESSION D. REVIEW OF ANNUAL OBJECTIVES Jeffry Rice, Principal Planner, reviewed and provided updates on the following Planning Commission Objectives for Year 2001-02: 1. 55-Freeway Corridor Study 2. South Bristol Improvement Plan 3. Non-Conforming Code (Multi-Tenant Centers) 4. RTC/Santa Ana Boulevard Plan Discussion ensued on the non-conforming ordinance and examples in the city Mr. Rice noted the Planning & Building Agency's 2001-02 Priority Objectives. Mr. View requested items for the Commission's objectives for the next fiscal year, which runs from July 2002 to June 2003. Commissioner Cribb requested a study for a west side town center to include a possible mid-rise/high-rise development. Update Harbor Boulevard Specific Plan • West Side Town Center • Harbor/McFadden (1 option) • Residential Options • Professional Offices • Commercial Uses Commissioner Leo requested a review of the downtown. 2. Review Downtown Plan to establish ways to • Recapture Tenants • Establish an entertainment/club area Mr. Rice encouraged Commissioners to brainstorm objectives and bring back to a future meeting or contact staff. COMMENTS E. Public Comments There were no public comments. PLANNING COMMISSION MINUTES 2 FEBRUARY 11, 2002 F. Comments from the Staff Jeff Rice noted staff received several applications for Internet cafes on the west side of the city adding a special ordinance is not required as these cafes are regulated as in- doorentertainment which requires a conditional use permit. Cynthia Nelson reported that the Sandpointe Neighborhood Association filed a lawsuit against the City citing a breach of contract for developer fees. G. Comments from the Planning Commission Commissioner Leo • Noted the BogaTea craze with five new cafe's open in the Little Saigon. Commissioner Mondo • Inquired if Trader Joe's has signed a lease for location at South Bristol. Mr. Rice answered he was not aware. • Inquired on the construction zone at 55 Freeway and MacArthur Boulevard. Ms. Nelson answered the property belongs to Caltrans adding that First American Title would like to acquire the property and landscape. • Requested staff investigate Toys R Us on South Bristol noting several sheds in parking lot with graffiti. • Requested staff have Public Works investigate the pathfinder signs in south Santa Ana noting they are not working. Commissioner Richardson • Inquired on the policy for .posting no stopping anytime signs which have shown up throughout the city including on traffic lights. Staff will invite Public Works Executive Director Jim Ross to a future meeting to explain policy. Commissioner Cribb • Noted on Culver Drive in Irvine the pallet of pine, palm and eucalyptus trees commenting on the incredible way the landscaping looks and the benefits to the surrounding area. Commissioner Doughty • Announced Hal Gossee had passed away. Chairman Nalle • Requested an update on the Brehm Homes. Ms. Nelson noted the neighborhood filed a lawsuit to challenge the SAUSD environmental impact report and Brehm Homes has not indicated if they will wait out the litigation or move forward to develop.
