WORK STUDY SESSION
G. UPDATE ON REVISIONS TO DESIGN AND DEVELOPMENT STANDARDS
Vince Fregoso, Senior Planner, provided an outline of the Design and Development
Standards and discussed the purpose of the Request for Proposals (RFP).
Maya DeRosa, Senior Planner, provided an outline of the scope of the RFP, the type
of end-product that was desired, and the schedule for selection.
Commissioner Leo requested that staff ensure consideration of Spanish-speaking
businesses and provide translations where appropriate.

H. Public Comments
Tim Rush, Santa Ana Historical Preservation Society, expressed concern regarding
the use of a cellular telephone antennae at 811 N. Broadway and asked if a permit
had been obtained. Charles View, Planning Manager advised him that building
mounted antennas that meet the design standards do not require a conditional use
permit, however, staff will investigate.
JoAnn Ramirez, Santa Ana Historical Preservation Society, asked if a date for
Planning Commission consideration of the One Broadway Plaza project had been
scheduled. Mr. View advised that a date had not been set but it would be after the
45-day comment period for the EIR. He noted that if the project is on schedule it
could be brought to the Planning Commission in March.

Mr. View
Advised the Commission that the comments made in the letter from Catherine
Cates would be responded to as part of the draft EIR process.
Advised that the Banner Ordinance would be reviewed by the NI/CE Committee
prior to being brought back to Planning Commission
Noted that City Council had continued the ordinance on Youth Amusement Rides
and advised them of changes that had been requested.
J. Comments from the Planning Commission
Commissioner Leo
• Requested information regarding the opening of the Memphis and Athena Grill
restaurants. Mr. View advised that the Memphis perhaps would open in late
January or early February, and that the Athena had indicated on their application
the possibility of opening in two months.
Commissioner Richardson
• Requested status on the container in the parking lot of the Matinee Restaurant.
• Requested staff to investigate a similar container in the Bright Smile Dentist's
parking area at 17'h and Bristol.
• Noted that he had observed an increasing number of small dish antennas affixed
to residences and asked if they were regulated. Ben Kaufman advised that they
are exempted by the FCC and cannot be regulated by the City. Commissioner
Richardson suggested that as the residential development is reviewed part of the
approval could preclude ins±allation. Ben Kaufman agreed to review the issue
and perhaps the City could have input in the CCRs.

Commissioner Verino
• Wished Happy New Year to all.
• Asked if there were any potential tenants for the House 2 Home or Montgomery
Ward buildings. Mr. View advised that no official projects had been submitted.
Commissioner Cribb
• Noted that litter control was needed at the principal entrances to the city, which
included the 5 freeway southbound off-ramp at S. Main, the Broadway/22
freeway/Floral Park area, the Artist's Village particularly Sycamore between
Second and Third Streets, Broadway from First to Third Streets, and the corner of
Santa Ana Blvd. and Parton:
Commissioner Doughty
• Noted that the sidewalks on Seventeenth between Bush Street and the overpass
are extremely dirty and asked that they be washed if possible.
Chairman Mondo
• Noted that some of the graffiti on City-owned properties had been removed and
asked if City staff had an established process to ensure prompt removal of any
new graffiti.
