A RESOLUTION OF THE ZONING ADMINISTRATOR OF
THE CITY OF SANTA ANA GRANTING MINOR
EXCEPTION NO 01-04 TO PERMIT A PARKING LOT
IMMEDIATELY ACROSS FROM AN ALLEY LOCATED AT
214 WEST NINETEENTH STREET
BE IT RESOLVED BY THE ZONING ADMINISTRATOR OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Zoning Administrator of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Minor Exception number 01-04 came before the Zoning Administrator of
the City of Santa Ana for a public hearing on October 3, 2001.
B. A minor exception from the requirement that required parking areas be
integrated such that a vehicle need not enter a street to move from one
aisle to another may be granted if: (ii) A parking area serves an office use
and is immediately across a street or alley from it;
1. The proposed parking lot will function as an over-flow parking area for
an existing office use owned and operated by Planned Parenthood of
Orange County. The lot is located immediately north of the existing
office use, and is readily accessible across the existing alley.
C. That the granting of a minor exception will not substantially increase
difficulties of vehicle maneuverability or traffic congestion.
1. The granting of the minor exception will maximize the available
parking lot area for the clients of the medical building. Vehicle
access and maneuverability will be improved through more
functional on-site circulation, resulting in less traffic congestion
overall.
Section 2. The Zoning Administrator of the City of Santa Ana hereby,
determines and declares as a condition of approval of the minor exception, it shall
specifically meet the following conditions:
A. The project shall comply with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the Uniform Fire Code,
the Uniform Building Code and all other applicable regulations.

• B. The applicant must comply in full with each and every condition listed below
rip or to exercising the rights conferred by this minor exception. The
applicant must remain in compliance with all conditions listed below
throughout the life of the minor exception.
1. Planning Division
i. The project shall remain in compliance with the site plan as
shown on Exhibit 3. Any revision to the approved plan shall
be reviewed by the Planning Division to determine if
administrative relief is available.
ii. In order to maximize on-site circulation, submit a revised
plan for the existing medical office parking showing a clear
connection with the proposed parking lot.
iii. Permits for the project shall not be issued until all approvals
have been received by the appropriate city agencies.
iv. Submit three sets of working drawings for review and
approval to the Landscape Development Associate prior to
permit issuance.
2. Public Works Agency
i. Submit a surface drainage/grading/erosion control plan. The
plan is to include existing and proposed elevations at and
adjacent to all property lines.
ii. Submit a street improvement plan for all improvements in the
public right-of-way. The improvements may be shown on
the surface drainage plan if it is correctly prepared.
Section 3. The Zoning Administrator of the City of Santa Ana after conducting
the public hearing hereby grants minor exception number 01-04 subject the above
stated conditions being satisfied by the applicant.
