HomeMy WebLinkAbout2001-38CGN: 8/2/01 RESOLUTION NO. 01-38 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING SITE PLAN REVIEW NO. 2001-05 TO ALLOW ASIX-STORY OFFICE BUILDING AT 200 NORTH CABRILLO PARK DRIVE IN SPECIFIC DEVELOPMENT NO. 54 (SD-54) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Planning Commission does hereby find, determine and declare as follows: A. Santa Ana Municipal Code section 41-593.5(c) requires the Planning Commission to review all plans within a Specific Development Plan area to ensure that the project is in conformity with the approved Specific Plan. B. The applicant proposes to build asix-story, 210,000 square foot office building at 200 North Cabrillo Parkway in Specific Development No. 54. • C. Site Plan Review No. 2001-05 came before the Planning Commission for a public hearing on August 13, 2001. D. Based upon the evidence submitted at the public hearing, the Planning Commission finds and determines that Site Plan Review No. 2001-05 is in keeping with the neighborhood and is not detrimental to the harmonious development of the City of Santa Ana nor impairs the desirability of investment or occupation in the neighborhood. Section 2. The Planning Commission approves Site Plan Review No. 2001-05 as conditioned in Exhibit "A" attached hereto and incorporated herein. Norman Assistant City Attorney • CGN: 8/2/01 • EXHIBIT "A" CONDITIONS OF APPROVAL FOR SITE PLAN REVIEW NO. 2001-05 Site Plan Review No. 01-05 is approved subject to compliance, to the reasonable satisfaction of the Planning Manager, with applicable sections of the Santa Ana Municipal Code, the California Administrative Code, the Uniform Fire Code, the Uniform Building Code, and all other applicable regulations. In addition, it shall meet the following conditions of approval: The applicant must comply with each and every condition listed below rip or to exercising the rights conferred by this site plan review. The applicant must remain in compliance with all conditions listed below throughout the life of the development project. Failure to comply with each and every condition may result in the revocation of the site plan review approval. A. Planning Division 1. The project must remain in compliance with the projects Site Plan Review comments (DP No. 01-12). 2. Any amendment to the project must be submitted to the Planning Division • for review. If it is determined that the amendment constitutes a significant change to the project, the item must be submitted to the Planning Commission for review. Mitigation Measures 3. To ensure an acceptable noise environment adjacent to the project site, construction activities shall be limited to the hours of 7:00 a.m. to 7:00 p.m., Monday through Saturday. In addition, construction traffic should be routed away from residential areas. 4. Control fugitive dust by regular watering, paring construction roads, or other dust palliative measures per the requirements of SCAQMD. 5. Phase and schedule construction activities to level emission peaks. 6. Maintain equipment engines in proper tune.. 7. Discontinue construction during first and second stage smog alerts. 8. Encourage the use of alternate transportation modes by promoting public transit usage and providing secure bicycle facilities and CGN: 8/2/01 preferential rates or locations for ride pools. The project Should provide incentives for working and living within the local area. 9. Provide mass transit accommodations such as bus turnout lanes, park and ride areas, and bus shelters. The project should provide mini-buses for individuals working in these buildings. 10. Encourage formation of vanpools with company vehicles or subsidy and encourage public transit with free transit-passes. Work with OCTA to expand scheduled bus service and implement long-term public transportation projects. Evaluate for subscription bus service for areas where there are large concentrations of employees. 11. Encourage employers to provide staggered work schedules; flex-time, compressed work weeks or other non-traditional work scheduling. 12. The grading and foundation plans, including foundation loads, shall be reviewed by a Registered Soils Engineer. 13. Prior to excavation of the project site, a soils test must be conducted by a Registered Soils Engineer to determine specific site constraints and appropriate mitigation measures. • 14. All grading and earthwork shall be performed under the observation of a Registered Geotechnical Engineer in order to achieve proper subgrade preparation, selection of satisfactory materials, and placement and compaction of all structural fill. 15. The Soils Engineer shall be notified in the event that subsurface conditions are exposed during construction which are significantly different from those described in geotechnical investigation. 16. If necessary, site preparation or foundation work must be completed to correct potential differential compaction and expansive soil conditions, according to accepted engineering standards. 17. Mitigation of potential settlement can be achieved in a variety of ways depending on the particular earth materials present and the type of development to be achieved. For high-rise structures, special foundations, caissons, or piles may be needed to avoid the potential for differential or excessive settlement. 18. The developer shall install a drainage system that adequately accepts and conveys runoff from the site to regional storm drain facilities. • CGN: 8/2/01 • 19. Plans for all proposed storm drain facilities shall be subject to the approval of the City Engineer and the County of Orange. 20. Parking area maintenance and sweeping will be conducted on a regular basis to reduce the amount of pollutants entering the drainage system. 21. The proposed project will conform with appropriate surface runoff pollution and sediment control features as established by SCAG 208 policies and policies of the City of Santa Ana. 22. Exterior lighting fixtures will be shielded and/or concealed to prevent or reduce illumination of high intensity lighting on adjacent surface streets and the Santa Ana Freeway. 23. Plaza and parking structure lighting shall be provided per City of Santa Ana Police Department requirements. 24. FAA approved obstruction lighting shall be provided. 25. If subsurface resources are encountered, a qualified archaeologist will be empowered to halt or redirect grading to allow evaluation and recovery time if significant deposits are encountered. To keep grading delays to a minimum the archaeologist should be prepared to perform . the evaluation and recovery work as rapidly as is consistent with applicable scientific procedures. 26. If paleontological fossils are encountered during grading, the developers should contact a paleontologist so that they may be evaluated. 27. The above work will be described in a report, which must receive sufficient distribution to insure its availability to future researchers. 28. Any material collected during the project will be donated to a local institution, which has the proper facilities for duration, display and use by interested parties. 29. The project applicant will provide an adequate on-site private security system for the parking structure and office tower. 30. Emergency access shall be provided to the office tower and parking structure per the requirements of the City of Santa Ana Fire Department. 31. Built-in fire protection shall be provided in individual buildings whenever the circulated fire flow exceeds 3,500 gpm. • 32. Construction shall utilize fire-retardant building materials. CGN: 8/2/01 • ~~ ~_J • 33. At ultimate build-out, the project applicant shall reimburse the city for nine man-days of service for the purpose of Fire Safety inspectors on an annual basis. 34. Water conservation measures must be incorporated into the development. These should include low-flush toilets, low-flush faucets, insulation of hot water lines in water recirculating systems, supply line pressure in excess of 50 pounds per square inch reduced to 50 psi or less by means of apressure-reducing valve, drinking fountains with self- closing valves, and low water-consuming plants used wherever feasible. 35. Sewer facilities necessary to adequately convey project-generated sewage shall be provided by the applicant. 36. Trash separation and recycling programs should be encouraged to decrease the depletion of natural resources and reduce the amount of solid waste that would need to be disposed at either the Santiago or Coyote Canyon landfill. 37. The project shall provide sufficient access to accommodate the maneuvers of the waste disposal trucks. 38. Provisions for trash enclosures for all proposed uses shall be made in conformance with adopted city standards. 39. Project design should include means to reduce the amount of waste materials generated during construction. 40. Design and integrate use of energy management system that efficiently accommodates the demands on energy resources brought about by the project. 41. Utilize fluorescent lighting. 42. Reduce full lighting after hours. 43. Building construction must comply with the policies set forth in Title 24 of the California Administrative Code. 44. Utilize natural gas for space heating and other appropriate heating needs. 45. A telephone system shall be installed on-site. Facilities intended for acceptance by Pacific Bell shall be built to Pacific Bell specifications. c~rr: sruoi 46. As requested by the City of Santa Ana, a detailed Transportation Demand Management (TDM) Program shall be implerlnented. This program shall incorporate provisions for the promotion of transit, rideshare, flextime and the development of a transportation management association. 47. The project applicant must submit a separate application to the FAA for the development of this project. 48. The office tower must provide obstruction lights on the top of the structure per FAA Advisory Circular 70/7460-1, Chapters 4, 5 and 9. ~J •
