Award a contract to Fisher Scientific Company LLC for a two-year period, under the Cooperative
Purchase Provision of the City of Sacramento, for the purchase of firefighter turnout coats and pants
in an annual amount not to exceed $23,375 and increase the aggregate limit for miscellaneous
equipment and supplies in an amount not to exceed $25,000 annually.
DISCUSSION
In effort to protect fire suppression personnel in the performance of their duty, the Fire Department
Maintenance Section provides protective clothing for approximately 195 firefighters and 30 reserve
firefighters. The turnout set includes, but not limited to, turnout pants and turnout coats. The
ensemble is worn on all structure fires, vehicle accidents, hazardous material incidents and most
training sessions. Due to new Personnel Protection Equipment (PPE) standards, the Fire
Department's Uniform Committee has designed a five year rotation plan for structural firefighting
gear. The recommended action will begin to supplement the department's current inventory of out
dated sets and allow for the first phase of turnout set replacements which will meet the new National
Fire Protection Agency (NFPA) recommendations.
Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against contracts from any
public agency utilizing a competitive bid process. The City of Sacramento's contract with Fisher
Scientific Company LLC was awarded in 2007 for a 5-year contract as a result of open, competitive
bidding, and meets the City's requirements. The City of Santa Ana will be utilizing the final two years
of the contract.
Additionally, Fisher Scientific Company LLC provides miscellaneous equipment and supplies. The
purchase of the turnouts, when combined with previous purchases by the Fire Department during the
current fiscal year, exceeds the $25,000 aggregate limit. In order to facilitate future purchases, staff
recommends an increase to the aggregate limit.
