MINUTES OF THE REGULAR MEETING
CITY OF SANTA ANA, CALIFORNIA
PLANNING COMMISSION
November 2T, 1995
The Regular Meeting of the Santa Ana Planning Commission was called to order by
Chairman Mondo at 6:05 p.m. in the City Council Chambers, 22 Civic Center Plaza,
Room 147 Santa Ana, California. Other Commissioners present included: Margaret
Brown, Molly Doughty, Alexander Nalle, Teresa Segura, and Martha Brito and Diana
Lopez, student representatives from Valley High School. Commissioner Lynnette
Pedroza arrived at 6:15 p.m. Also in attendance were Robyn Uptegraff, Executive
Director, Kenneth Adams, Planning Manager; Richard Lay, Assistant City Attorney;
Charles View, Senior Planner; Jeffry Rice, Senior Planner; Vince Fregoso,
Associate Planner; Marta Crane, Assistant Planner Ii. Other staff in attendance
included: Pam Lucado, Public Works Agency; Mike McCoy and Yolanda Pena, Police
Department, Sharon McCain-Johnson, Recording Secretary.

APPROVAL OF THE MINUTES of the regular Planning Commission meeting of
November 13. 1995.
Approve the minutes of the regular meeting of November 13, 1995.
RECONSIDERATION OF ACTIONS taken at previous meeting.
RECOMMENDATION:
None.
CONDITIONAL USE PERMIT NO. 95-24

Filed by Mr. David Pillman to allow the sale of beer, wine, and distilled
spirits for on-premise consumption at the Gustaf Anders Restaurant located
at 1651 West Sunflower Avenue, Suite B-21 in the Specific Development No.
48 zoning district.
RECOMMENDATIONS
Confirm the Action of the Zoning Administrator approving Conditional Use
Permit No. 95-24 as conditioned by staff and adopt the findings as
submitted by staff.
Commissioner Nalle moved to approve the Consent Calendar
seconded by Commissioner Brown.

1. CONDITIONAL USE PERMIT NO. 95-27 (Vince Fregoso)
Filed by Mr. Pillman to allow the Gustaf Anders Restaurant operation
between the hours of 12:00 a.m. and 5:00 a.m. located at 1651 West
Sunflower Avenue, Suite B-21 in the Specific Development No. 48 zoning
district.
LEGAL NOTICED: November 16, 1995
NOTICES SENT: November 15, 1995
Approve Conditional Uae Permit No. 95-27 as conditioned by staff and adopt
' the findings as submitted by staff.
Mr. Vince Fregoso briefly stated that the applicant is requesting to
operate Gustaf Anders Restaurant until 2:00 a.m. Staff has received no
comments from the public and is recommending approval of the project.
Mr. David Pillman indicated briefly that Gustaf Anders would only be
opened until 2:00 a.m. for special occasions throughout t he year and the
restaurant would not be a block party atmosphere.
Commissioner Nalle moved to approve Conditional Use Permit No. 95-27. The
motion was seconded by Commissioner Brown.

D. Discussion of the proposal at Harbor Boulevard and McFadden Avenue.

Mr. Jeffry Rice displayed plans and presented an overview of the proposed
shopping center site located at the old Harbor Drive-In site. He
indicated that the project is currently in the City's site plan review
process and several variances are needed prior to final approval. Mr. Rice
also discussed a list of potential tenants; signage and landscaping plans.
In addition, the project is scheduled to come before the Commission in
January 1996.
' Chairman Mondo asked if the project was still designed with parking behind
the buildings and where motorist would need to back out into the drive
isles and if secondary signage issues were resolved.
Mr. Rice indicated that the parking spaces behind the building had been
eliminated and staff was in the concluding stages of the signage
negotiations.
E. Comments from the Executive Director. (Robyn Uptegraff)
1. Ms. Uptegraff reminded the Commissioners of the City Council study
session scheduled Monday, December 18, 1995.
2. A court hearing regarding 2828 North Bristol is scheduled for
Wednesday, November 29, 1995 at 1:00 p.m.
F. Comments from the Planning Manager. (Xenneth Adams)
Mr. Adams informed the Commission that there would be one Planning
Commission meeting in December; December 11, 1995.
G. Comments from the Planning Commission
1. Commissioners Brown and Segura informed the Commission that they
would be unable to attend the December 11, 1995 meeting.
2. Commissioner Pedroza spoke in favor of the new design and
development of the McDonald's restaurant on Main Street and Warner
Avenue. However across the street there is a building that is
vacant and boarded up and asked if staff could request the owner to
clean up the site.
Mr. Adams responded that the property is currently in litigation and
the City would not get involved until court proceedings were
concluded.
3. Chairman Mondo indicated that there were approximately six to eight
vehicles parked in front of Leo's Body Shop on South Main and
requested staff to investigate the site to ensure that it ie not
being operated as a used car sales lot.
Mr. Adams stated that staff would investigate the site.

3. E%CUSE OF ABSENCES.
Commissioner Brown moved to approve the absence of Commissioner Oliver.
The motion was seconded by Commissioner Na11e and unanimously passed.
4. ADJOURNMENT.
The meeting adjourned at 6:32 p.m.
