Approval of the Minutes from the Regulaz Meeting of April 27, 1998. RECOMMENDATION: Approve the Minutes of the Regular Meeting of April 27, 1998. B. Reconsideration of actions taken at the previous meeting. ' C. AMENDMENT APPLICATION NO. 98-03 AND SPECIFIC DEVELOPMENT 65 (Marta Crane) Filed by the City of Santa Ana to change the Professional (P) zoning district to Specific Development 65 located at 2500 North Main Street establishing signage and development standards for the Discovery Science Center. (Continued by the Planning Commission April 27, 1998 to May 11, 1998) LEGALLY NOTICED: Mazch 13, 1998 PUBLICLY NOTICED: Mazch 13, 1998 RECOMMENDATION: Continue Amendment Application No. 98-03 and Specific Development 65 to May 26, 1998. ***END OF CONSENT*** Motion to approve Consent Calendar items with the rnodifications to the minutes. (Commissioner Cribb) Mr. Adams requested that the Commission defer the review of the films until the May 26, 1998 meeting. E. ZONING ORDINANCE AMENDMENT NO. 98-02 E. ZONING ORDINANCE AMENDMENT NO. 98-02 Filed by the City of Santa Ana to amend the City codes pertaining to wireless communication facilities. (Continued by the Planning Commission March 9, 7998 to April 27, 7998) RECOMMENDATION: Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment No. 98-02 and the wireless communication facilities general conditions. Mr. Vince Fregoso, Associate Planner and Chazles View, Downtown Development Manager, provided an overview of the proposed wireless ordinance, discussed the modifications to the ordinance as previously requested by the Commission, and staff recommendation. The following public members spoke in favor of the proposed ordinance but expressed concern regazding the five yeaz sunset clause: Barbara Saito, Nextell Dean Brown, AirTouch After further discussion, Commissioner Mondo indicated that he would like the property owner notified of the obligation to remove abandoned facilities if the applicant failed to do so; and if a monopole had a stealth design require a five yeaz review rather than a sunset. If a monopole had no stealth design, require a five year sunset clause. Motion to recommend City Council approve Zoning Ordinance Amendment No. 98-02 with the noted modifications. Mr. Jeffry Rice, Senior Planner, lead a discussion regarding the proposed Element. Commissioner Solorio commented that he would like priority placed on all gateways into the City and staff develop a citywide plan for all entry ways and for projects citywide. Commissioner Cribb commented that he believed the entries into Santa Ana should never be less than the adjacent cities; that the entry ways should attract revenue and support businesses. In addition, he specifically used South Bristol as an example and stated that someone traveling from the Southcoast area can clearly identify when they reach the City. Commissioner Mondo commented that he would also like to discuss and review the South Bristol area. G. Discussion of the Economic Development Element of the General Plan. (Linda Hale) Ms. Linda Hale, Senior Planner and Ms. Patti Nunn, Economic Development Manager, led a discussion regazding the proposed Economic Development Element and provided an overview of the six Element goals. ' Commissioner Solorio commented that he would like to see the Element encourage: youth employment; employment with comprehensive benefit packages, and increase the City's efforts to import and export to NAFTA and Pacific Rim countries. Commissioner Cribb commented that he would like to see a strategy for economic development in Santa Ana. He indicated that there were skilled and talented people with businesses in Santa Ana, but strong emphasis were not being transmitted to the community and adjacent communities. The afternoon session recessed at 7:10 p.m. PLANNING COMMISSION MINUTPS 3 MAY 11, 1998 PUBLIC HEARINGS PUBLIC HEARINGS ROLL CALL PLEDGE OF ALLEGIANCE TO THE FLAG PROCEDURAL RULES 7:00 p.m. 1. CONDITIONAL USE PERMIT NO. 98-04 (Marta Crane) Filed by McDonald's restaurant to allow after hour operations for drive-through service located at 666 South Harbor in the Harbor Boulevard Specific Development 2 zoning district. LEGALLY NOTICED: April 26, 1998 PUBLICLY NOTICED: April 27, 1998 RECOMMENDATION: Adopt a resolution approving Conditional Use Permit No. 98-04 as conditioned. Ms. Marta Crane, Assistant Planner II, provided an overview of the request and staff recommendation. Mr. Roger Green, representing McDonald's Corporation, indicated that he had reviewed the staff report and conditions of approval and requested approval of the request. Mr. Adams and Ms. Uptegraff apprised the Commission of the current discussions regazding the proposed Discovery Science Center signage. During the discussion, the Commission expressed concerns regarding the size of the Taco Bell signage, messages displayed on the reader boazd, deviation from the originally proposed signage package, and the frustration experienced with the applicant's handling of the signage request for the museum. 3. Commissioner Mondo moved to approve the absence of Commissioner Verino. The motion was seconded by Commissioner MacDowell and unanimously approved. 5. AD.TOURNMENT.
