C. NEIGHBORHOOD PROTECT REVIEW NO. 97-11 (Lynnette Perry)
Filed by Ms. Esther Link Mattioli to convert a single family residence from a commercial use to a
residential dwelling located at 510 South Broadway in the Specific Development 40 zoning district.
RECOMMENDATION:
Adopt a resolution approving Neighborhood Pcoject Review No. 97-11 as conditioned.
D. GENERAL PLAN AMENDMENT NO. 97-02 AND AMENDMENT APPLICATION NO. 97-

Filed by the City of Santa Ana to redesignate and rezone various properties located at 1802, 1804,
1814, 1818, 1820, 2000, 2110, 2114, 2022, 2210, and 2222 East First Street, between the I-5
Freeway and the State Route 55 Freeway to Professional Office (P) designation.
RECOMMENDATION:
Continue General Plan Amendment No. 97-02 and Amendment Application No. 97-03 to December
8, 1997.

Filed by the City of Santa Ana to revoke Conditional Use Permit No. 97-32 for a rock crushing and
material storage facility located at 4127 West MacArthur Boulevard.

F. ZONING ORDINANCE AMENDMENT NO. 97-10
Filed by the City of Santa Ana to revise Chapter 41 of the Santa Ana Municipal Code to provide a
modification update of off-street parking standards citywide.

G. Discussion of land use approach for coffee houses.
' Ms. Uptegraff informed the Commission that she had been involved in some recent discussions
regarding coffee houses; she indicated that the desire of City Council was to provide a low fee
conditional use permit for the artist village and Main Street corridor azeas, when there is
entertainment with no alcohol service or cover charges. However, Ms. Uptegraff reiterated that it
was not the desire of City Council to lower the conditional use permit standazds for these types of
establishments. Mr. Jeffry Rice informed the Commission that staff was prepazing a fee resolution
for the coffee houses that would be reviewed by City Council on December 1, 1997. In addition,
Ms. Uptegraff reiterated to the Commission that the conditional use permits would be reviewed,
approved, and/or denied by the Planning Commission.
H. Discussion of Land Use Element of the General Plan. (Linda Hale)
Due to time constraints no discussion was held.

Ms. Uptegraff informed the Commission that 1) the City Council approved the Historical ordinance;
and 2) City Council remanded the revocation of Conditional Use Permit No. 96-32 back to the
Planning Commission for reconsideration.

Mr. Thomas Childress, Associate Planner, provided an overview of the staff report and
recommendation and informed the Commission that the conditional use permit had been previously
continued to allow staff and the applicant additional time to resolve issues related to the conditions
of approval.

Filed by the City of Santa Ana to provide a comprehensive revision to the Land Use Element of the
General Plan.
1. Receive and file the public comments for General Pian Amendment No. 97-05.
2. Receive and file the public comments for Environmental Impact Report No. 97-01.
Ms. Linda Hale, Senior Planner, provided an overview of the proposed Land Use Element.
Ms. Maya DeRosa, Environmental Coordinator, provided an overview of the potential environmental
effects of the proposed Land Use Element.
The following members of the public commented on the proposed Land Use Element of the General
Plan:
Mr. Mario Ruiz, property owner, expressed his concern regarding the present zoning of the Logan
azea and requested that the Planning Commission redesignate the Logan azea from Residential to
Industrial.
Ms. Veronica Ruiz, property owner, requested that the Logan area be redesignated from Residential
to Industrial.
Mr. Dave Nickey, Nickey Petroleum, indicated that he owned property that was zoned Commercial;
the City had redesignated the property to Residential which did not allow him to expand his business
and property. In addition, Mr. Nickey requested that the Commission rezone the area.
Mr. Esther Hernandez, requested that the Commission redesignate the Logan area to Industrial as
they previously recommended to the City Council. In addition, Ms. Hernandez commented that the
Council was favorable to the artist village area but displayed bias actions towazds the Logan area
residents by not rezoning the azea.
Mr. Frank Saziol, representing the Mexicans Supermarket, requested that the Commission redesignate
Fifth, Mortimer, and Lacy Streets azea to General Commercial. He commented that the General
Plan's Medium Residential designation was inconsistent and intruded into some businesses in the area.
Mr. Adams informed the Commission that the Logan azea had a long history regarding land use
issues. He indicated that staff would provide the Commission with the history and results of
previously conducted surveys of the azea, and would have a study session at the next upcoming
Planning Commission meeting to discuss the Logan area and the Fifth, Mortimer, and Lacy Streets
azea.
Commissioner Solorio asked if the 94 property owners had been notified of the proposed General
Plan changes. In response, Ms. Hale stated that State law does not required individual notification.
However, legal notification was provided in the newspaper.
The Commission unanimously agreed that it would benefit the property owners if staff would provide
individual notification for the Logan and Fifth Street areas of the proposed General Plan and
welcomed the study session.
4. GENERAL PLAN AMENDMENT NO. 97-06 AND ENVIRONMENTAL IMPACT REPORT

Filed by the City of Santa Ana to provide a comprehensive revision to the Circulation Element of the
General Plan.

Element of the General Plan.

Ms. Maya DeRosa, Environmental Coordinator, provided an overview of the possible environmental
effects of the proposed Circulation Element.
Mr. Rick Gregory, indicated that the circulation map did not show Santiago Street as a arterial street
and requested clazification regarding the map.
In response, Ms. Hale confirmed that Santiago Street was an arterial street and staff would correct
the circulation map.
Commissioner Steve Oliver asked if the proposed Circulation Element would eliminate some of the
traffic congestion problems that was occurring throughout the City.
' Mr. George Alvazez, Public Works, provided an overview of the five year plan for street widening
and street maintenance for the City.
Commissioner Oliver further commented that he would like staff to continue resolving traffic
congestion problems and possibly consider additional bus turnouts throughout the City.

Commissioner Oliver moved to excuse the absence of Commissioner Doughty. The motion was
seconded by Commissioner Verino and unanimously passed.
