Approval of the Minutes from the regular meeting of November 13, 2000. RECOMMENDATION: Approve the minutes from the meeting of November 13, 2000. B. Recording Secretarv Report RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The October 23, 2000 Agenda was posted at the City Hall Council Chambers on October 19, 2000 at 4:15 p.m. C. Filed by Pacific Hospitality Group to allow the construction of a Doubletree Hotel; amendment of Specific Development 43; and a Type 47 Alcohol Beverage Control License located at 2 Imperial Promenade. GRAND AVENUE DESIGN DISTRICT SECONDED: Nalle Filed by the City of Santa Ana to create a Grand Avenue Design District designation. RECOMMENDATION: Recommend that the City Council adopt a resolution approving the Grand Avenue Design District. Mr. Larry Yenglin, Project Manager, presented an overview of the proposed design district and recommendation. Motion to recommend that the City Council adopt a resolution approving the Grand Avenue Design District. Ms. Maya DeRosa, Senior Planner, provided a powerpoint presentation and discussed the policies, issues, adoption process, and the issues concerning the REHNA appeal. The following public persons commented that they were in attendance observing the discussion and did not have any comments: Almando Aguilar Victor Zaragoza Debbie McKewen Mr. Glen Stroud expressed his concern regarding the low income housing requirements, the maintenance of the housing; and that he was interested in seeing why the State believed the housing was needed in Santa Ana. Chairman Mondo opened the public hearing at 7:10 p.m. Mr. Lorezo Reyes, representing the applicant, expressed his thanks to staff for their work efforts and spoke in support of the project. Chairman Mondo closed the public hearing at 7:12 p.m. Motion to adopt a resolution: 1) approving Conditiona! Use Permit No. 00-20 as conditioned; and 2) approving Site Plan Review No. 00-02. ZONING ORDINANCE AMENDMENT NO.00-11 AND ORDINANCE AMENDMENT NO. 00-03. Filed by the City of Santa Ana to amend Chapter 36, to create Section 415.5 and amend Chapter 41, Sections 33, 192.2Q), and 607(h) to establish standards for commercial vehicles and parking regulations for commercial vehicles in residential areas citywide. Mr. Joseph Edwards, Case Planner, provided an overview of the proposed ordinance and staff recommendation. Ms. Sharon M. Johnson, Commission Secretary, apprised the Commission that Mr. Winston Covington had provided a voice mail message in support of the proposed ordinance. Chairman Mondo opened the public hearing at 7:15 p.m. 4 The following public members provided comments in support of the proposed ordinance and several members expressed concern regarding the two hour parking limit: Dave Lopez John White Mr. Hensen Otto Bade Ray Gawronwnski ' The following public member spoke in opposition of the proposed ordinance and expressed concern regarding the proposed ordinance restricting the blue collar worker: Michael Rudolph Chairman Mondo closed the public hearing at 7:42 p.m. Motion to recommend that the City Council: 1) approve and certify the Negative Declaration for Environmental Review No. 00-163; 2) adopt an ordinance approving Zoning Ordinance Amendment No. 00-11 with modifications to the ordinance sections (h) (removing the words "for more than two hours") and (xv)(h) (removing the words "for which a building permit has been issued"); 3) adopt an ordinance approving Ordinance Amendment No. 00-03; 4) and direct the Executive Director of Public Works to amend the permit parking policy such that permits are only issued to vehicles registered to a qualifying address. MOTION: Doughty SECONDED: Nalle After further discussions, the Commission discussed whether or not to allow commercial vehicles on-site as long as the vehicles were not visible from the street. Commissioner Solorio expressed concern regarding commercial vehicles being visible on the street and visible to adjacent property owners. Substitute motion to recommend that the City Council: 1) approve and certify the Negative Declaration for Environmental Review No. 00-163; 2) adopt an ordinance approving Zoning Ordinance Amendment No. 00-11 with modifications to the ordinance sections (h) (removing the words "for more than two hours") and adding the words ("which are visible from the street and ad%acent properties")(xv)(h) (removing the words "for which a building permit has been issued"); 3) adopt an ordinance approving Ordinance Amendment No. 00-03; 4) and direct the Executive Director of Public Works to amend the permit parking policy such that permits are only issued to vehicles registered to a qualifying address. MOTION: Solorio SECONDED: Verino After further discussions, staff reminded the Commission that side yard fences have a height limit of six feet and most commercial vehicles would exceed the limit. The substitute motion and second was withdrawn. Original motion and vote: Motion to recommend that the City Council: 1) approve and certify the Negative Declaration for Environmental Review No. 00-163; 2) adopt an ordinance approving Zoning Ordinance Amendment No. 00-11 with modifications to the ordinance sections (h) (removing the words "for more than two hours") and (xv)(h) (removing the words "for which a building permit has been issued"); 3) adopt an ordinance approving Ordinance Amendment No. 00-03; 4) and direct the Executive Director of Public Works to amend the permit parking policy such that permits are only issued to vehicles registered to a qualifying address. Filed by the City of Santa Ana to amend the Land Use Element of the General Plan, amend the zoning designation from Small Lot Single-Family Residence (R1-4000) to Single-Family Residential (R1), and amend the Santa Ana Municipal Code, Chapter 41, Sections 241 through 245.14 to remove the Small Lot Single-Family Residence (R1- 4000) zoning districts citywide. Mr. Joseph Edwards, Case Planner, presented the staff report and recommendation. Commissioner Solorio inquired as to staff receiving any comments from the public regarding the proposed ordinance amendment. Mr. Edwards indicated that he had received several calls, specifically from the Canfield Development, asking for more information regarding the action and if it would impact property owners. Chairman Mondo opened the public hearing at 8:11 p.m. There were no comments. Chairman Mondo closed the public hearing at 8:12 p.m. Motion to recommend that the Cfty Council: 1) approve and certify the Negative Declaration for Environmental Review No. 00-161; 2) adopt a resolution approving General Plan Amendment No. 00-03; 3) adopt an ordinance approving Amendment Application No. 00-04; and 4) adopt an ordinance approving Zoning Ordinance Amendment No. 00-13. MOTION: Nalle SECONDED: Verino AYES: Mondo, Nalle, Solorio, Doughty, Verino, Cribb, and Richardson NOES: None ABSENT: None ABSTENTION: None 6 Filed by Pamela Sapetto to amend the General Plan designation from Professional and Administrative Office (PAO) to General Commercial (GC), to change the zoning district from Professional (P) to Community Commercial (C1) in order to establish a lodge at an existing structure with a reduction in parking requirements located at 1421 East Seventeenth Street. Mr. Bill Apple, Case Planner, presented the staff report and recommendation. Chairman Mondo opened the public hearing at 8:21 p.m. Ms. Pam Sapetto, representing the applicant, provided an overview of the project. Mr. Larry Thrasher, representing the applicant, provided an overview of the lodge activities and functions. Mr. Kam Yee, local property owner, spoke in support of the proposal. Mr. Glen Stroud, representing Comlink, expressed concerns regarding parking at the lodge. Several Commissioners inquired as to the parking for the lodge. Ms. Pam Sapetto indicated that they were not able to enter into any covenants with property owners; however, there were land owners who were willing to enter into an agreement. After further discussions, the Commission agreed to continue the item and requested that copies of the agreements be included for the next meeting. Motion to continue General Plan Amendment No. 00-06, Amendment Application No. 00-13, Conditional Use Permit No. 00-23, and Variance No. 00-10 to November 27, 2000. Comments from the Assistant City Attorney. There were no comments. 11. Comments from the Planning Commission. Commissioner Richardson • Congratulated Commissioner Solorio on his election to the City Council. Commissioner Cribb • Congratulated Commissioner Solorio on the election. • Commented that planting materials had been removed on Edgewood and Main • Commented that he it was important to discuss the 55 Freeway corridor at a future meeting. Commissioner Solorio • Informed the Commission that he would not be in attendance at the November 27, 2000 meeting. • Expressed his appreciation to staff and the Commissioners for their work efforts. Commissioner Nalle • Congratulated Commissioner Solorio Commissioner Verino • Commented that streets in the Washington Square neighborhood and at Flower and Bristol were in disrepair and asked staff to provide an update as to whether or not the streets are on the repair list. Ms. Joyce Amerson, Public Works Agency, stated that she would research the repair list. • Congratulated Commissioner Solorio on his election to the City Council. Commissioner Doughty • Congratulated Commissioner Solorio and commented that it was a pleasure serving with him. Commissioner Mondo • Congratulated Commissioner Solorio and wished him well as a Council member. 12. Excuse of absences. There were no absences. 13. Adjournment.
