Discussion concerning commercial vehicles parking in residential neighborhoods.

Mr. Jeffry Rice, Principal Planner, informed the Commission that staff had conducted a
discussion regarding commercial vehicles in residential areas on August 28, 2000 and
the Commission had requested a continuation on the discussion.
Ms. Marta Crane, Associate Planner, provided a staff definition of commercial vehicles,
provided an overview of the different sizes of commercial vehicles, and discussed several
options concerning parking, potential impacts, and enforceability.
Mr. George Alvarez, Public Works Agency, provided a power point presentation and
informed the Commission of the established Task Force to address concerns and
solutions regarding the parking of commercial vehicles in residential areas; discussed
measures being considered to address the problems; and recommendations of the Task
Force.

The following public members provided comments and concerns concerning the parking
of commercial vehicles in the local neighborhoods and encouraged City officials to
support legislation to support enforcement in the residential areas:

' Commissioner Mondo requested staff to provide a copy of the correspondence that was
sent to the League of California Cities to the Commission; encouraged the public
members to inform the elected officials of their concerns and request their support for
legislation concerning the parking of commercial vehicles in residential areas; and
requested an opinion from the City Attorney regarding ordinances from other cities
governing the parking of commercial vehicles in residential neighborhoods and the ability
to enforce legislation restricting or prohibiting the commercial vehicle parking in the
areas.
After further discussions, the Commission requested staff to prepare an ordinance in 30
days (October 23, 2000).
C. Overview of Civic Center Walk Housins~ Development.
Mr. Charles View and Ms. Pat Whitaker, Community Development Agency, provided a
preliminary overview of a proposal to develop a 30-acre area to create a new
neighborhood to be bounded by Civic Center Drive to the north, East 6~' Street to the
south; with proximity to the civic Center, Artist Village, and the Transportation Center.
Commissioner Cribb encouraged staff to include the artist live-work space in the concept
for the new neighborhood.
' D. Discussion of Moose Lodcte.
Mr. Kenneth Adams, Acting Executive Director, provided an overview of a proposal to
convert an existing restaurant building into a lodge for the Loyal Order of the Moose
located at 1421 East Seventeenth Street. He informed the Commission that there would
be several discretionary actions coming before the Commission upon formal submittal.
He indicated the discretionary actions that staff would support on the proposal, however,
staff and the applicant were unable to resolve the parking issues concerning the project.
Ms. Pam Sapetto, representing the applicant, provided an overview of the parking
concerns for the project and discussed with the Commission agreements with adjacent
property owners.
