RECOMMENDED MOTION:
Approve minutes of the regular meeting of October 1, 2009.
B. COMMISSION SECRETARY REPORT
RECOMMENDED MOTION:
' Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the October 1, 2009 Agenda of the Regular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on
September 25, 2009 at 8:06 a.m.

Commissioner O'Callaghan will abstain from voting on public hearing Items 2 and
3 as he is the contractor for the property.

HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2009-04
Filed by Maya Boukai, to allow exterior repairs to the Cooper House. at 801 North
Minter Street located within the French Park Specific Development No. 19
(SD19) zoning district.

Associate Planner Melanie McCann presented the Staff report and
recommendation.

was closed.

Filed by John and Leslie Sherman, to request removal of the McGowan House
located at 214 East Santa Clara Avenue and categorized as Landmark from the
Santa Ana Register of Historical Properties.

RECOMMENDATION:
Deny Historic Register No. 2009-02 to remove the McGowan House, HRC No.
2004-03 and HRCA No. 2004-03, categorized as Landmark from the Santa Ana
Register of Historical Properties.
Associate Planner Lynnette Perry presented the stalff report and
recommendation.
' A letter from George E. Britton Jr., in support of recommendation, was provided
to the commission.
The public hearing was opened.
Jane Lewis, with Lewis Design & Steichen and representing the applicant,
provided a presentation to the commission showing the structure as an altered
Victorian farmhouse as well as the structure altered into a Colonial Revival style.
The public hearing was closed.
Commission discussion ensued regarding allowable modifications to the
structure. Mr. Trevino indicated that the applicant has the option to appeal the
decision of the commission.

No. 2004-03 and HRCA No. 2004-03, categorized as Landmark from the
Santa Ana Register of Historical Properties.

Associate Planner Hally Soboleske commented on like-for-like improvements in
the Downtown area: on Fourth Street -West End Theater, the Spurgeon
Building, and the Pacific Building on the corner of Broadway and Third Streets.
6. Historic Resources Commission Comments

• Requested to receive the commissioner packet by email.

• Requested copy of City Council modifications to the Historic Resources
Commission.
7. Excuse of Absences
Commissioner O'Callaghan made a motion to excuse the absences of Chairman
Schaefer and Commissioners Bustamante and Gartner. The motion was
seconded by Commissioner Rogers and unanimously approved by the
commission by a vote of 4:0.
