MINUTES RECOMMENDATION: Approve minutes of the regular meeting of December 4, 2008. B. COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the January 1, 2009 Adjournment Notice of the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on December 29, 2008, 2008 at 9:52 a.m. Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the December 4, 2008 Agenda of the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on November 26, 2008 at 3:38 p.m. MOTION: Approve staff recommendations on the remainder of the Consent Calendar items. Historic Resources Commission Minutes January 8, 2009 MOTION: Stroud SECOND: Dickman VOTE: AYES: Chinn, Dickman, O'Callagihan, Schaefer, Stroud (5) NOES: None (0) ABSENT: Bustamante, Gartner, Rogers (3) ABSTAIN: None (0) **END OF CONSENT CALENDAR** 1 BUSINESS CALENDAR C. No disclosures were made. D. Principal Planner Vince Fregoso discussed the Historic Commission's desire to prepare a letter to the City Council outlining concerns with the Twist Basler House rehabilitation. Associate Planner Soboleske provided an update of the work done to the property. Commission discussion ensued regarding exterior modifications to the Twist Basler building. Commissioner Chinn recommended asub-committee to evaluate the completed work and also requested a copy of the resolution submitted to City Council by the Historic Resources Commission regarding One Broadway Plaza for review. MOTION: Create Ad Hoc Committee to review the original resolution; Commissioners Dickman, Chinn and O'Callaghan were elected as committee members to work with staff (Fregoso and Soboleske). Principal Planner Fregoso will obtain copy of mitigation measures and development agreement for Committee review. The Ad Hoc Committee will be contacted by staff to coordinate adate/time for a meeting. Adopt a resolution approving Historic Resources Commission Application No. 2008-40 and Historic Register Categorization No. 2008-40. 2. Adopt a resolution approving Historic Resources Commission Application No. 2008-41 and Historic Register Categorization No. 2008-41. Associate Planner Hally Soboleske provided the staff report and recommendation. Ms. Soboleske informed the Commission that Winifred Wechsler, California Regional Director at the Phoenix House, requested a two month continuance for the property at 1207 East Fruit Street, HRCA/HRC 2008-41. MOTION: Continue the public hearing to March 5, 2009 per applicant's request for Historic Resources Commission Application No. 2008-41 and Historic Register Categorization No. 2008-41. Public Comments (items not on the agenda) No public members spoke. STAFF AND COMMISSION COMMESNTS 3. Staff Comments Chair Schaefer commented on West Floral Park/Floral Park Neighborhoods, and indicated should not be just Flower Street. Chair Schaefer referred to memo ' regarding "Eligibility for Listing on the Santa Ana Register of Historical Properties" and requested a complete list to be emailed to the Commission. By- laws state Flower Street used as a dividing line, thus two districts exist. Associate Planner Soboleske: Commented on West Floral Park's survey regarding nominations that were not placed, indicated that only qualified properties were listed as Key or Landmark. Chairman Schaefer requested a follow up report. Recommended Ad Hoc Committee to review nominations for 2009 Award Program for Outstanding Historic Preservation Projects. Historic Resources Commission Minutes 3 January 8, 2009 Commissioners Dickman and Stroud will (participate with evaluation of nominations. Commented on the 2008 Annual Certified Local Government Report indicating a 63% increase of Mills Act applications during the reporting period. Announced she will be a speaker at the January 14-16, 2009 Preserve America Summit in Ventura, presenting Sianta Ana's Downtown rehabilitation efforts. ' 4. Historic Resources Commission Comments Commissioner Stroud Inquired if any funding available for historic home foreclosures. Ms. Soboleske provided information. Announced January 9, 2009 deadline to submit County Grand Juror applications. Commissioner Chinn Commented on list of foreclosed homes and ordinance for demolition by neglect. Ms. Soboleske provided information. Inquired if there is any interest to purchase property, Chilton House. Vice Chair Dickman Requested report regarding implementation of demolition by neglect to the Historic Resources Commission. Inquired about the impact of the layoffs to the Planning Department. Chair Schaefer • Inquired about status of expired terms for several Historic Resources Commissioners. ' • Inquired if there has been any reach-out to listing agents that foreclosed properties are historical or have Mills Act. 5. Excuse of Absences Commissioner Stroud made a motion to excuse the absences of Commissioners Gartner, Rogers, and Bustamante. The motion was seconded by Commissioner O'Callaghan and unanimously voted by the Commission 6:2. 6.
