RECOMMENDATION:
Approve minutes of the regular meeting of February 7, 2008.
Commissioner Bustamante abstained from the Minutes
B. Commission Secretary Report
RECOMMENDATION:
' Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the February 7, 2008 Agenda for the Regular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on February
1, 2008 at 10:01 a.m.

Vice Chairman Dickman noted he will abstain on HRCA 2007-35 for 1920 North
Greenleaf Street as he owns property located within the 500 radius.
Commissioner O'Callaghan stated he will abstain from voting on all public
hearing items.
D. AD HOC COMMITTEE FOR THE 2008 HISTORIC PRESERVATION AWARDS
RECOMMENDATION:
Appoint an Ad Hoc Committee for the 2008 Historic Preservation Awards.
Commissioners Dickman, Seeley, and Stroud were appointed to the 2008
Historic Preservation Awards Committee.
E. AD HOC COMMITTEE -HOUSING ELEMENT
RECOMMENDATION:
Receive report from the Ad Hoc Committee on the Housing Element.
Associate Planner Melanie McCann provided a summary of the Ad Hoc
Committee's meeting.

Associate Planner Hally Soboleske presented the staff report and
recommendations.

AND COMMISSION COMMENTS
Planning Manager Haluza thanked the Commission for their indulgence while she was
on a leave of absence. She commented on an article regarding the Joseph Eichler
homes in the City of Orange that are not historically designated but recognized for
unique architectural merit within the mid-century category of homes in California.
Associate Planner Soboleske informed the Commission of the housing element
application for the 2008 Certified Local Government Grant ($25,000). The application is
required in order to complete a Historic Preservation Element which will be included
with the city's general plan. She commented on completion of the Mid City -Madison
Park surveys with extensive outreach to the neighborhood. She indicated that staff
continues to familiarize the property owners with the historic preservation process.
Commission Secretary reminded the commissioners to submit the Form 700 to the
Clerk of the Council as soon as possible.
4. Historic Resources Commission Comments
Commissioner Mill
• Commented on a February 29 Orange County Weekly article regarding a
property on the Santa Ana Register of Historical Properties with notices of
violations. Planning Manager Haluza provided information.
Vice Chair Dickman
• Thanked the Planning staff for their efforts with the Ad Hoc Committee and
the Housing Element.

• Inquired about the submittal date for the Form 700. Assistant City Attorney
Otto provided the information.
Commissioner Stroud
• Announced the dedication on March 8 at 11:00 a.m. of the Chepas Park in
the Logan Neighborhood.
• Commented on the vacancy at the Redevelopment Housing Commission.
Chairman Schaefer
Announced the Floral Park Home Tour scheduled for April.
5. Excuse of Absences
Commissioner Dickman made a motion to excuse Commissioner Chinn; the
motion was seconded by Commissioner O'Callaghan and unanimously approved
by the Commission.
