' Acting Recording Secretary Rosa Barela called the meeting to order, announced both
Chair and Vice Chair were absent noting the first order of business was to appoint an
Acting Chair.
Motion:
Commissioner Bustamante nominated Commissioner O'Callaghan to act as
Acting Chair and approved unanimously.
Commissioner O'Callaghan assumed the Chair.

RECOMMENDATION:
Approve the minutes from the regular meeting of August 2, 2007.

B. COMMISSION SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the August 2, 2007 Agenda for the Regular Meeting was posted on the
door of the City Hall Council Chambers at 22 Civic Center Plaza on July 26, 2007 at
3:18 p.m.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2007-04
Filed by the City of Santa Ana to execute an agreement with Eric and Lynn
Renezeder for the structure at 2357 North Riverside Drive (Warner House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and authorize
the City Manager and Clerk of the Council to execute an agreement with Eric and
Lynn Renezeder for the structure at 2357 North Riverside Drive (Warner House),
Santa Ana, CA 92706.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2007-05
Filed by the City of Santa Ana to execute an agreement with Mark Rothenberg and
Lauren Tarkow for the structure at 2415 North Poinsettia Street (Dixon House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and authorize
the City Manager and Clerk of the Council to execute an agreement with Mark
Rothenberg and Lauren Tarkow for the structure at 2415 North Poinsettia Street
(Dixon House), Santa Ana, CA 92706.

There were no disclosures from Commissioners.
Ms. Otto noted each Commissioner should have conflict radius maps in the back of
their binders for each real property or business owned in the city. If they need to
provide additional addresses, please relay to Mr. Klotz.
WORK STUDY SESSION
F. DISCUSSION OF COMMERCIAL SIGNS ON HISTORIC BUILDINGS
Hally Soboleske, Associate Planner, provided a presentation on new signage on
historic commercial buildings. Ms. Soboleske discussed the Downtown Sign
' Evaluation study performed by Joseph Musil which showed positives and negatives
of the Downtown signage including: lack of cohesion or commonality, unkept
awnings and busy signage, lack of identifying signage on historic buildings, and
period appropriate signs on few buildings. She discussed the historic marker
program noting approximately 16 buildings in the Downtown have historic markers,
noted in summary future signage should reflect period from 1920's through 1940's
which would then create a more cohesive design in this specific area, the facade
improvement and general up-keep is necessary, and that the name of the historical
building could be identified with signage. Ms. Soboleske noted the Renaissance
Specific Plan is still in formation and will include new sign code standards that will
replace the current Downtown Sign Code which the Commission should review by

the end of the year; and discussed the Downtown~a~ade Improvement Program
under development in the Community Development ency.
Commissioner Stroud inquired if it would be an advantage for the City to recommend
that some BID money be used towards this project which comes through the
Redevelopment and Housing Commission in September/October for
recommendation to Council noting he understands the funds are used for marketing
and promoting the downtown area.

noting there is currently a home already listed as Hewitt House and recommended it
be changed as part of the motion to the R.G. Hewitt House for Roscoe G. Hewitt,
and noted the Matthews House categorization should be changed from
"Contributive" to "Key'.
The public hearing was opened.

• Apologized for absence at the last meeting noting he had a valid excuse

• Thanked Commissioner Bustamante on the nice new lamps outside the Patricia
Apartment doors
• Commented on the letter from the Santa Ana Historic Preservation Society to the
Council on protecting the Twist-Basler Home and asked for an update; and
inquired on the status of the grant to assist with the restoration of the home. Mr.
Klotz noted the grant, which was submitted by the Parks, Recreation &
Community Services Agency, was not selected for funding; and noted plans are
in the plan check process and are waiting for re-submittal of corrections to the
plans
• Commented that the Crookshank House was on the Planning Commission
agenda for approval for the rehab of the front porch and inquired why it went for
their approval as the property is on the historic register. Ms. Soboleske noted
since the property is located within Specific District No. 19, it is required to go to
Planning Commission for final approval
• Announced he will not be at next meeting on October 4 as he will be at the
National Trust meeting in St. Paul, Minnesota
• Thanked Ms. Soboleske for a copy of the "The Economics of Historic
Preservation" speech by Don Rypkema noting the importance of historical
districts to cities

• Noted he will also be absent for the next meeting on October 4 as he will be out
of town.
5. EXCUSE OF ABSENCES
Motion by Commissioner Bustamante and seconded by Commissioner Seeley to
excuse the absence of Chairman Schaefer, Vice Chairman Dickman and
Commissioner Mill and approved unanimously by a vote of 6:0.
