COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of December 7, 2010, by a vote of 5:0, the Community Redevelopment and Housing Commission recommended that the Housing Authority receive and file the Quarterly Report for Housing Choice Voucher Program: July 2010 -September 2010. DISCUSSION The July 2010 -September 2010 quarterly status report for the Housing Choice Voucher r;HCV) Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three sections: Waiting List, Participants, and Production. Waiting List As of September 30, 2010 there were 8,974 individuals/families on the waiting list. The waiting list opened October 1, 2007 and closed November 30, 2007. Charts 1 and 2 depict the characteristics of those currently on the waiting list. Quarterly Report for Housing Choice Voucher Program: July 20'10 -September 2010 December 20, 2010 Page 2 Chart 1 illustrates the percentage of those on the waiting fist who wont ar live in Santa Ana. These applicants are given a preference on the list. Chart 2 illustrates the number of applicants by total household size. The majority of families on the waiting list consist of only one or two members. Work in Santa Ana 7% 2. Household Size Half of all applicants {4,526 of 8,974; or 50%} have one or two member households, and would qualify for a 1-bedroom voucher. Chart 3 illustrates participating families, sorted by number of family members. Over two-thirds {70%) of families receiving assistance have three or fewer members. 3. "Other" consists of households that are non-elderly, non-disabled, with no minor children. Over half {58%) of participating households have elderly andlor disabled members. Belo Chart 5 depicts participants ~ by percentage of Orange County median income. As of September 20'10, the County's median income was $84,100. Three-quarters {76%) of families on the program earn less than 30% of the median income, which is $27,900 per year for a family of four. The Housing Authority pays the difference between the tenant portion and the contract rent. This payment is the Housing Assistance Payment (HAP). The average HAP for July through September 2010 was $887. Production HQS Inspections 160 Each assisted unit must be Za.o inspected at least annually to izo ensure it meets the Housing Quality goo Standards (HQS} in compliance with so federal guidelines. From July to September, a total of 262 inspections so were 40 performed. Chart 7 illustrates the z0 number of inspections performed ° monthly since June 2010 Re-certifications / Interims Each year, the Housing Authority must re- certify each participating family to ensure compliance with program eligibility. ]n Boa addition, when a participant's income zsa changes, an interim examination must be performed. During the reporting period, a 2oa total of 762 re-certifications !interims were s~o conducted. Monthly totals since 1aa June 2010 are shown in Chart 8. sa a 7.
