A RESOLUTION OF THE HOUSING AUTHORITY OF
THE CITY OF SANTA ANA APPROVING THE
REVISION TO THE FIVE YEAR PLAN AND THE
AUTHORITY'S ADMINISTRATIVE PLAN, AND THE
SUBMISSION OF BOTH PLANS TO THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT
BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, AS FOLLOWS:
Section 1. The Housing Authority of the City of Santa Ana conclusively finds,
determines and declares as follows:
A. The United States Department of Housing and Urban Development
("HUD") requires housing authorities that administer a Housing Choice Voucher (HCV)
Rental Assistance Program to have a Five Year Plan and an Administrative Plan.
B. The purpose of the Housing Authority's (Authority) Five Year Plan is to
advise HUD, program participants and members of the public of its mission and strategy
to serve the needs of very low-income families. The purpose of the Administrative Plan
is to describe the Authority's policies and procedures to implement the HCV program in
Santa Ana.
C. The Five Year Plan provides information about the current operations of
the Authority including programs, participants, services for the upcoming year, and any
operational or tenant concerns. The current Plan was submitted in April 2010. At this
time, the Authority wishes to add project-based voucher assistance (PBV) to the Plan for
future developments.
D. The Administrative Plan serves as supporting documentation for the Five
Year Plan. The Authority's Administrative Plan was last adopted on March 1, 2004. The
Administrative Plan must be revised to ensure compliance with regulatory changes made
by HUD and policy and procedure changes proposed by the Authority. At this time, the
Authority proposes to revise the Administrative Plan to include language regarding the
Elimination of Mobility Program and the utilization of portability, the Enterprise Income
Verification system, the Violence Against Women and Department of Justice
Reauthorization Act of 2005, and the project based rental assistance.
E. HUD regulations require a forty-five (45) day comment period. On October
22, 2010, notification was published in the Orange County Register that the draft plans
was available for public review. The public comment period ended on December 7,
2010. Further, a public hearing was held by the Community Redevelopment and
Housing Commission on December 7, 2010, and all comments received at the hearing
are included in the final documents to be submitted to HUD.

Section 2. The Five Year Plan of the Housing Authority of the City of Santa Ana is
hereby revised and adopted. Said Annual Plan shall be submitted by the Authority to HUD.
Section 3. The Administrative Plan of the Housing Authority of the City of Santa Ana
is hereby revised and adopted. Said Administrative Plan shall be submitted by the Authority to
HUD.
Section 4. This Resolution shall take effect immediately upon its adoption by the
Authority Board, and the Recording Secretary for the Authority shall attest to and certify the vote
adopting this Resolution.
