Associate Planner Hally Soboleske presented the staff report and recommendation.
Commissioner Schaeffer mentioned that the home at 2042 North Ross Street was for
sale. Ms. Soboleske confirmed that property owners are in favor of designation.

B. Commission Secretary Report

Instruct the Commission Secretary to enter into thQ minutes that pursuant to the
Brown Act, the October 5, 2006 Agenda for the R¢gular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on
September 29, 2006 at 8:37 a.m.
C. HISTORIC PROPERTY PRESERVATION AGREE'IAENT NO.2006-06
Filed by the City of Santa Ana to execute an agreement with Robert W. Johnson
and Judith M. Johnson for the structure at 2102 North Ross Street (Smedley
House).
RECOMMENDATION:
Recommend that the City Council direct the Cuty Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Robert W. Johnson and Judith M. Johnson for the structure at 2102 North
Ross Street (Smedley House).
D. HISTORIC PROPERTY PRESERVATION AGREEIMAENT NO.2006-07
Filed by the City of Santa Ana to execute an agreement with Mark S. and Julie D.

RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement

' 3. Staff Comments
Hally Soboleske provided photographs and information researched by Consultant
Debbie Howell on the Holly Sugar Corporation located in the Flower Park;
originally Santa Ana Cooperative Sugar Company. Five major processing plants
existed in Orange County at that time. Also another Holly Sugar factory existed
near Main Street. Templates will be amended to reflect the new information.
Sergio Klotz, Melanie McCann and Hally Soboleske attended Rancho Santa Fe
workshop on October 20 regarding the Secretary of Interior Standards with focus
on residential issues.
Jay Trevino recapped the status on the West Er1d Lofts project on 320 West
Fourth Street. He reviewed the schedule of the. item with City Council and
indicated that the disposition and development agreement (DDA) copies will be
distributed to the Historic Resources Commissianers (HRC). He noted the
concerns of Commissioners O'Callaghan and Chinn that the HRC should
express its consensus opinion to oppose or support the project. Mr. Trevino
indicated since there is no action required by HRC; they could not deny or
approve the project. He suggested the HRC consider formalizing its position with
regards to this project.
Chair Cook-Giles inquired if the HRC could structure a collective consensus
before City Council discussion. Kylee Otto recommended item would be
agendized in December for discussion prior to going to City Council.
Chair Cook-Giles recommended placement of the item on the December 7
agenda regarding a discussion on the West End Lofts project on 320 West
Fourth Street prior to City Council.
4. Historic Resources Commission Comments
Commissioner Bustamante
• Requested update of replacement door at Twist-Basler house. Hally
Soboleske provided information.
Commissioner Corpin
• Commented on new media center for commercial advertising.
Commissioner Schaeffer
• Commented on adjacent property to Twist-Basler house that was
demolished. Mr. Trevino provided information for the adjacent properties.
• Bowers Museum expansion, fagade facing Main Street does not resemble
that which Historic Resources Commission approved; completely
contemporary in style. Planning staff will advice. Commissioner Lutr
indicated that changes were approved by City Council.
• Noted citywide increase of graffiti.
Commissioner O'Callaghan
• Inquired about purchase price of land for West Ends project. Chair
Cook-Giles provided information.

• Requested Code Enforcement inspectio before 5:00 p.m. at Flower
Street entrance, vendor working out of s opping cart across from
Willard neighborhood.
Commissioner Macres
• Requested graffiti removal at First Presbyterian on Main/Civic Center;
Public Works Agency reluctant to approach private property.
' Commissioner Cook-Giles
• Requested an update on the Masonic Temple and intent for the
building by the Church of Scientology.
5. Excuse of Absences
Commissioner Macres made a motion to excuse the absences of Commissioners
Chinn and Seeley. The motion was seconded by Vide Chair Schaeffer and
unanimously approved by the Commission.
