CONSENT CALENDAR
MOTION: Approve the staff recommendations on the following Consent Calendar.
Commissioner Lutz commented on Item D, the property description should be
two-story structure, not single-story.

A. Minutes
RECOMMENDATION:
Approve minutes of the regular meeting of July 6, 2006.
Commissioners O'Callaghan and Seeley abstained from the Minutes of July 6,
2006.
B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the, minutes that pursuant to the
Brown Act, the July 6, 2006 Agenda for the Regular Meeting was posted on the
door of the City Hall Council Chambers at 22 Civic Center Plaza on July 3, 2006
at 8:22 a.m.

D. HISTORIC PROPERTY PRESERVATION AGREEIyAENT NO. 2006-03
Filed by the City of Santa Ana to execute an agreement with Paul D. Giles for the
structure at 1106 North Spurgeon Street (Claycomb House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Paul D. Giles for the structure at 1106 North Spurgeon Street.

WORK STUDY SESSION
F. DISCUSSION REGARDING MILLS ACT CHANGES
Associate Planner Hally Soboleske provided the Commission with a handout
"Sample Residential Mills Act Contract Valuation" and discussed the Mills
Act/Historic Property Contract Assessment as compared with the Prop 13
Assessment with regard to increased rental rates, the property tax valuation and
the capitalization rate as mandated by the State.
Commission discussion ensued regarding the number of processed Mills Acts,
the source for new rental rates and comparison with other cities.

Commissioner Chinn
• Commented on the Preserve America grant and funding. Planning
Manager Karen Haluza provided information regarding the marketing
efforts for the downtown area and the train depot.
• Indicated that the historical website needs a new server with more
capacity.

• Inquired as to the Historic Commission involvement with the Renaissance
Plan. Planning Manager Haluza provided information.
• Praised the promotional video presented at the Mayor's Breakfast session.
Commissioner O'Callaghan
• Inquired about formation of sub-committees for the Renaissance plan.
Planning Manager Haluza provided information.
Commissioner Lutz
Inquired about the historic value (farm house) for the property at 1130
North Lowell Street, (at Lowell and Washington Street) on the southwest
corner.
• Commented on restoration efforts at the Spurgeon Building and inquired
about maintenance for the Clock Tower.
Commissioner Macres
• Inquired if the structure at 106 West Fourth Street (previously Santa Ana
Lloyd's Bank) was on the historic register, and if current interior
renovations were authorized. Planning Manager Haluza provided
information.
• Requested status of activity at the Spurgeon Building. Planning Manager
Haluza provided information on the owner's application for adaptive reuse.
Commissioner Corpin
Requested report for status of the Spurgeon Building and the Clock
Tower. Planning Manager Haluza provided information.
Confirmed Template Committee meeting on Friday, August 4 at 4:30 p.m.

Commissioner Schaefer made a motion to excuse the absence of Commissioner
Bustamante; the motion was seconded by Commissioner O'Callaghan and
unanimously approved by the Commission.

HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2006-02
Filed by the Bustamante Family Trust to request Historic Resources
Commission approval for exterior modifications to the Landmark structure
known as Dr. Wehrly House located at 819 North Spurgeon Street.

recommendation.
Commission discussion ensued regarding the design, elevation and
conversion features of the new gas chimney. Architect Geoffrey Pickett
provided architectural features and functional information of the gas chimney.

' Commissioner discussion ensued regarding the relocation of the main entrance
to the house and whether the chain-link fence is legal non-conforming. Leslie
Huemann indicated no records were found to support the relocation of the front
entrance. Hally Soboleske will provide status of the chain-link fence.
