RECOMMENDATION:
Approve the minutes from the regular meeting of June 2, 2006.

B. COMMISSION SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the June 2, 2006 Agenda for the Regular Meeting was posted on the
door of the City Hall Council Chambers at 22 Civic Center Plaza on May 26,
2006 at 8:01 a.m.

C. HISTORIC PROPERTY PRESERVATION AGREEI,AENT NO.2006-01
Filed by the City of Santa Ana to execute an agreement with Glenn William
Robertson and Jane Adair Robertson for the property located at 2419 North Bonnie
Brae (D. R. Ball House).
RECOMMENDATION:
' Recommend that the City Council direct the City Attorney to prepare and authorize
the City Manager and Clerk of the Council to execute an agreement with Glenn
William Robertson and Jane Adair Robertson for the structure at 2419 North Bonnie
Brae Place.

WORK STUDY SESSION
E. AMENDMENT APPLICATION NO.2005-09 RENAISSANCE SPECIFIC PLAN
UPDATE
Lucy Linnaus, Associate Planner, provided background information on the various
outreach meetings, discovery workshops and weeklong design charrette for the
Renaissance Specific Plan adding they identified five major areas that include the
' Civic Center, Downtown, Lacy and Logan neighborhoods and the rail station. Ms.
Linnaus further discussed the plan for Santa Ana's core, infill and restoration
opportunities, provided examples, discussed the timeline noting they are now
presenting to various boards and commissions to receive comments and
suggestions. Ms. Linnaus then introduced Andrea Humberger from Historic
Resources Group who presented their preliminary findings from the survey they
conducted.
Chairman Cook-Giles suggested identifying a couple of blocks for relocated historic
homes.
Commissioner Chinn noted concern on traffic and high concentration in the area
asking the consultant to give attention to public access through the buildings rather
than around the buildings creating a barrier and noted the importance of the
boundaries for the historical districts.
Commissioner Lutz noted approval for creating a historic district and further noted
downtown areas must be architecturally sensitive and not play against historic
buildings.
Jackie Delter inquired and noted concern on moving the heavy industrial area from
one side of the railroad tracks to the other side which is residential.

approval for exterior modifications to the Landmark structure known as Dr. Wehrly
House located at 819 North Spurgeon Street.

4. STAFF COMMENTS
' Hallv Soboleske
• Noted Leslie Heumann, historic consultant, is currently surveying the Taller San
Jose building and the property previously owned by Ralph Smedley at 2328 N.
Bonnie Brae which have both been altered significantly but may have cultural
significance
• There will be a Template Review Committee meeting on Friday, August 4, 2006,
4:30 p.m. in the Ross Annex and will be reviewing the Flower Park neighborhood
properties
• Provided an update on the Episcopal Church of the Messiah noting she spoke
with Francisco Hernandez who noted they received the required HUD clearance.
They are ready to go out for bids, and to receive funding

Commissioner Macres
• Thanked Ms. Soboleske for information he received on the Dr. Crane
House/Smith-Tuthill Funeral Parlor
Commissioner Lutz
• Requested an update on the Third & Sycamore lofts
• Reported an oak tree was removed couple of years ago at 2116 N. Freeman and
a new tree replanted in a different location. The soil has settled with a basin
' where the tree was removed and asked if Public Works staff could level out.
Vice Chair Schaefer
• Noted he was pleased with the Renaissance Specific Plan adding he is thrilled
Santa Ana is taking that type of stance and using space more efficiently and
effectively, and bringing things into today's time while preserving the historic past
adding he is thankful of the progress that is being made
Commissioner Corwin
• Noted that she is looking forward to the Renaissance Specific Plan taking effect
and thanked staff for bringing the information to the Commission
• Requested that staff investigate and replace the new street sign that incorrectly
reads 100 West Borchard instead of 1100 West Borchard
Commissioner Chinn
• Noted he feels the Renaissance Specific Plan is a great step forward for the City,
adding he heard interesting comments from both the City Council and Planning
Commission. Requested that the Commission form a subcommittee to look at
the plan and go on record with their comments
Commissioner Bustamante
• Noted agreement with fellow Commissioners on the Renaissance Specific Plan
adding it is an exciting time to be residents of the City
Chairman Cook-Giles
• Asked that staff agendize the discussion of the Commission taking a stance on
the Renaissance Specific Plan at some point in the future once there is a
proposal to review
• Noted that he attended the Anaheim Historical Tour this past month and went
through beautifully restored homes on Heritage Road

6. EXCUSE OF ABSENCES
Motion by Commissioner Lutz and seconded by Commissioner Macres to excuse the
absences of Commissioners O'Callaghan and Seeley and approved unanimously by
a vote of 7:0.
