SECOND: Lutr Bustamante, Cook-Giles, Lutr, Macres, O'Callaghan, (5) None (0) Chinn, Corpin (2) Schaeffer, Seeley (2) RECOMMENDATION: Approve minutes of the regular meeting of May 4, 2006. Commissioners Seeley and Schaefer abstained from the Minutes of May 4, 2006. Commissioner Lutz made a clarification to his comments, stated pictures received from his cousin's grandfather. B. Commission Secretary Report RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the May 4, 2006 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on April 28, 2006 at 10:56 a.m. Pursuant to the Brown Act, the May 8, 2006 through May 13, 2006 Agenda for the Joint Special Meeting of the Renaissance Specific Plan - Charrette at 501 North Main Street, was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on May 4, 2006 at 3:15 p.m. Historic Resources Commission Minutes 1 June 1, 2006 **END OF CONSENT CALENDA~R** BUSINESS CALENDAR C. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) No comments were made. PROCEDURAL RULES PUBLIC HEARINGS 1. HISTORIC EXTERIOR MODIFICATION AMENDMENT NO.2006-01 Filed by Raul Yanez to request Historic Resources Commission approval for exterior modifications to the Contributive structure known as the Shaffer- Wakeham Building located at 108 East Fourth Street. PUBLISHED IN THE ORANGE COUNTY REPORTER: May 19, 2006 PUBLICLY NOTICED: May 19, 2006 RECOMMENDATION: Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2006-01. Associate Planner Hally Soboleske presented the staff report and recommendation. Commission discussion ensued regarding tenants occupying the suite, and justification for modification of the structure. Ms. Soboleske commented on upgrades to the area that would accommodate disabled persons, safety features for one single opening, and maintaining consistency among the bays. Commission voiced concern with expansion of the glass on either side, having wider glass windows for display and no longer consistent with architectural structure and overhead transoms. Commission discussed the load bearing column, the interior partition wall that was removed, and changes matching the marble base. Clarification was provided for categorization that was placed as "Key". The public hearing was opened. No public comments were made. The public hearing was closed. MOTION: Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2006-01 and add additional condition of approval that requires applicant to revise his plans to include a single transom window over the two center doors and additional condition to have structural analysis with regard to the removal of the center beam with staff's approval. Chair Cook-Giles requested a continuance to review revised elevations and detail drawings. Planning Manager Haluza indicated staff had sufficient information to have applicant comply with alterations; if structural alterations required, the item will come back to the Commission. Staff Comments Senior Planner Sergio Klotz indicated staff will be conducting a historical properties survey in Flower Park. Associate Planner Hally Soboleske commented regarding collaboration with the Community Development Agency in applying for a grant with Preserve America for $150,000 that will be used on various programs for the downtown area. 4. Historic Resources Commission Comments Commissioner Macres • Recommended 2328 North Bonnie Brae property for consideration of placement on the historical register. Commissioner Lutz • Commented on Farmer's Market area at 302 North Bush Street (northwest corner of Third and Bush Streets) where the landscape is now only dirt and the dirt makes for unsightly and unsafe sidewalks; consider landscaping area by owner. • Glad to see Mrs. Seeley recovering. Commissioner O'Callaghan • No comments Vice Chair Schaeffer • Commented on increase of graffiti throughout the City, mentioned he called several times for removal and no action had been taken. What is process for abatement? • Thanked the Commission for excusing his absence last month. Commissioner Seeley • Thanked Commission for excusing his absence last month and also on behalf of his wife (Jeree), thanked the Commission for get well wishes. • Acknowledged his family attending the Commission meeting (Jeree, Ashlyn, Joshua and Anne Reed); they were visiting to attend Jeree. Seeley's graduation. Commissioner Corpin • Thanked Commissioner Macres for work stoppage at 617 South Orange; indicated that a notice of violation was issued. • Confirmed Template Review Committee meeting for June 2. Historic Resources Commission Minutes 3 June 1, 2006 Commissioner Bustamante • Congratulated Mrs. Seeley on attaining her Bachelor Degrees. Chair Cook-Giles • Commented on Commissioner Corpin's herbalist workshop held the past weekend. • Commented on efforts to curb graffiti, suggested having the hardware store spray paint displays secured. • Recommended the San Jose Taller Building located at 801 North Broadway for consideration on the historical register. • Requested an update on the CDBG grant for the Church of the Messiah (funding for restoration project). • Announced the Anaheim Historical Society Tour on June 11 and suggested obtaining additional information on the website "ana hei m h istoricalsociety. org". 5. Excuse of Absences Commissioner Corpin made a motion to excuse the absence of Commissioner Chinn; the motion was seconded by Commissioner Bustamante and unanimously approved by the Commission. 6. Adjournment 5:06 p.m. Adjourned the meeting honoring Mrs. Seeley who obtained Bachelor Degrees in Marketing and Business Administration.
