Minutes RECOMMENDATION: Approve minutes of the regular meeting of April 6, 2006. B. Commission Secretary Resort RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the April 6, 2006 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on March 31, 2006 at 8:01 a.m. C. HISTORIC RESOURCES COMMISSION APPLICATION NO. 2005-06 AND (Continued by the Historic Resources Zoos ro Maya, Zoos. Filed by the City of Santa Ana to place and categorize the structure located at 2030 North Flower Street (Heil House) as Contributive on the Santa Ana Register of Historical Properties. Historic Resources Commission Minutes 1 May 4, 2006 RECOMMENDATION: Recommend that property not be placed on the Santa Ana Register of Historical Properties due to pending items. **END OF CONSENT CALENDAR** BUSINESS CALENDAR ~> Commissioner O'Callaghan abstained from Item 1. PROCEDURAL RULES 1. PUBLIC HEARINGS PUBLISHED IN THE ORANGE COUNTY REPORTER: April 21, 2006 PUBLICLY NOTICED: April 21, 2006 RECOMMENDATION: 1. Adopt a resolution approving Historic Resources Commission Application No. 2005-21 and Historic Register Categorization No. 2005-21. 2. Adopt a resolution approving Historic Resources Commission Application No. 2006-01 and Historic Register Categorization No. 2006-01. Associate Planner Holly Soboleske presented the staff report and recommendation. The public hearing was opened. No public comments were made. The public hearing was closed. MOTION: 1. Adopt a resolution approving Historic Resources Commission ' Application No. 2005-21 and Historic Register Categorization No. 2005-21. 2. Adopt a resolution approving Historic Resources Commission Application No. 2006-01 and Historic Register Categorization No. 2006-01. Historic Resources Commission Minutes 2 May 4, 2006 Filed by the City of Santa Ana to place and categorize the structures on the Santa Ana Register of Historical Properties. Commissioner Macres inquired as to the uniqueness of the North Bonnie Brae property and also if owner, Ms. Perez, was in agreement with the placement on the Santa Ana Register. Ms. Soboleske commented on the architectural and family name history associated with the Bonne Brae property. She also stated there had been a survey conducted for the Perez home, notification given to the owner by mail as well as providing the information for the categorization to the owner. Public Comments (items not on the agenda) Jeff Dickman inquired if there could be more neighborhood participation for selection of properties under consideration for placement on the historical register. STAFF AND COMMISSION COMMENTS 4. Staff Comments Karen Haluza commented on the upcoming Renaissance Specific Plan Charrette schedules; she also indicated there will be a sign-in sheet to monitor the number of commissioners attending. There will also be a study session after the Charrette provided by the Moule Polyzoides consultants to the Historic ' Commission. Kylee Otto provided a response to Commissioner Chinn's inquiry regarding the Mills Act. She stated that the cancellation fee on the Mills Act could not be waived. 5. Historic Resources Commission Comments Commissioner Bustamante • Requested an update on the door at Twist-Basler House. Karen Haluza indicated there is no new information; to the extent of structural modification, the item would return to the Historic Commission for review. • Requested an update to the appliques that peeled off on the glass along the front of Original Mike's. Commissioner Chinn • Requested an update to the Yale Apartments, would like information on the demolition process. • Expressed concern about Heninger Park's protected houses. Ms. Haluza stated that all houses are covered by the Heninger Park Specific Development Design Guidelines that were recently updated, as well as by the ' zone overlay within the specific development. • Expressed concern about the new signage on historical buildings with regard to the review and appeal process. Commissioner Corpin • Inquired about the scope of the Charrette, the schedule and the summary by the consultants. Staff provided information. • Commented on signage at Original Mike's. Karen Haluza indicated there is no violation associated with the signage. istoric Resources Commission Minutes 3 May 4, 2006 Commissioner O'Callaghan • Inquired as to the number of cities that were Icontacted regarding signage survey. Staff provided information. Commissioner Lutz • Presented a copy of a picture from his cousin's grandfather showcasing a baseball player in Santa Ana during the early 1900s, inquired as to any interest to donate to the City. He provided copies to Guy Ball; originals were ' also forwarded to Cheryl Eberly. • Inquired if the garage at 2"d/Sycamore was listed as a historical property - Parker's Automotive Shop. Staff will provide information. Commissioner Macres • Inquired about remodeling construction work at 617 South Orange. Commissioner Corpin received a response from Code Enforcement that indicated the owner was contacted. A "Stop Work" order was issued by Code Enforcement. Staff will provide an update. • Inquired whether Mike Harrah sold Original Mike's. Karen Haluza confirmed that it is "for sale" and has not sold. Chairman Cook-Giles • Commented that Floral Park Home Tour was another success attended by approximately 3,000 people. • Announced event at Cal State Fullerton at 7:00 p.m. on Sunday, May 7 at the Museum. 6. Excuse of Absences Commissioner O'Callaghan made a motion to excuse the absences of ' Commissioners Schaeffer and Seeley. The motion was seconded by Commissioner Lutz and unanimously approved by the Commission. Commission extended get well wishes to Commissioner Michael Seeley's wife. Commissioner Lutz announced the Grand Central Arts Forum presenting Imagination Celebration starting May 6 at the Artists Village. Leslie Heumann introduced Debbie Howell-Ardila as the new consultant who will be working with her. They are located at Sapphos Environmental in Pasadena. 7.
