RECOMMENDATION:
Approve minutes of the regular meeting of September 1, 2005.
Approve the minutes of the special joint meeting with the Planning Commission
and Historic Resources Commission of September 29, 2005.
Commissioners Lutz and Sarmiento abstained from the Minutes.
B. Commission Secretary Report
Historic Resources Commission Minutes 1 November 3, 2005
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the September 1, 2005 Agenda for the Regular Meeting was posted
on the door of the City Hall Council Chambers at 22 Civic Center Plaza on
August 25, 2005 at 1:34 p.m.
Pursuant to the Brown Act, the September 29, 2005 Agenda for the Special Joint
Meeting with the Planning Commission was posted on the door of the City Hall
Council Chambers at 22 Civic Center Plaza on September 27, 2005 at 4:25 p.m.
The Notice of Cancellation for the October 6, 2005 Regular Meeting was posted
on the door of the City Hall Council Chambers at 22 Civic Center Plaza on
October 3, 2005 at 9:55 a.m.
C. HISTORIC PROPERTY PRESERVATION AGREEIV'ENT NO. 2005-08
Filed by the City of Santa Ana to execute an agreement with Myrna L. Young for
the structure located at 1112 North Olive Street (Nall House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Myrna L. Young for the structure located at 1112 North Olive Street.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2005-09
Filed by the City of Santa Ana to execute an agreement with Myrna L. Young for
' the structure located at 2008 North Greenleaf Street (Mosher House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Myrna L. Young for the structure located at 2008 North Greenleaf Street.
E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO.2005-10
Filed by the City of Santa Ana to execute an agreement with James A. Zamora
for the structure located at 2348 North Northpark Boulevard (Spicer House).
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with James A. Zamora for the structure located at 2348 North North Park
Boulevard.
' F. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2005-11
Filed by the City of Santa Ana to execute an agreement with Brent Argo and
James R. Maldonado for the structure located at 2421 North Oakmont (R. R.
Ross House).
RECOMMENDATION:

Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Brent Argo and James R. Maldonado for the structure located at 2421 North
Oakmont.
G. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2005-12
Filed by the City of Santa Ana to execute an agreement with Phillip G. and Kristin
Collins for the structure located at 1116 North French Street (Alexander House).
' RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with Phillip G. and Kristin Collins for the structure at 1116 North French Street.

I. CONSIDERATION OF CITYWIDE DESIGN GUIDELINES
Filed by the City of Santa Ana to consider the adoption of the Citywide Design
Guidelines.
' RECOMMENDATION:
Recommend that City Council adopt a resolution approving the Citywide Design
Guidelines.
Senior Planner Vince Fregoso recapped the changes to the guidelines.
Commission discussion ensued regarding the National Register District Infill.
Recommended that the Guidelines be amended and refined to address historic
infill projects. Chairman Cook-Giles recommended a work study session to
discuss the infill development in the historic districts. Mr. Fregoso also mentioned
the positive Com-Link presentation.
MOTION: Recommend that City Council adopt a resolution approving the

WORK STUDY SESSION
J. DISCUSSION OF ITEMS FOR COMMISSION VERSUS ADMINISTRATIVE
REVIEW
Assistant Planner Hally Soboleske commented on Section 30-6 with regards to
the modifications on the historic structures, the different types of reviews that
exist and discussed when commission would approve and when staff would
review.

She commented on the survey that was conducted for other cities regarding:
a. Like-for-like repairs or replacements
b. Restoration of documented features (apply compatibility criteria, if
historical criteria available pictorial, physical otherwise Commission
would apply criteria)
c. Accessory structures onsite
d. Skylights not visible from the right-of-way
e. Mechanical equipment such as A/C units, water heaters, etc. (least
aesthetic impact for the structure)

f. Seismic/structural requirements by Building Official
g. Exterior lighting fixtures -Commissioner Cook-Giles would like to
identify which acts require permits.
h. Landscape/hardscape features such as pools, trellis', etc. (if not
designated as historic)
i. Resurfacing of exterior structure with no material change
j. Signs (if not designated as historic)
k. Foundation repair
I. Patio covers (not visible from the ROW)
Commission would like to direct staff to create an official list of modifications to
historic structures that may be approved administratively and memorialized in the
form of a resolution.
Commission discussion ensued regarding items on the list that would require a
permit, actual contents of list, and the ability to amend the list. Commission
approved moving forward with finalizing the list.

2. Staff Comments
Karen Haluza announced the Santiago Loft Preview Event scheduled for
Thursday, November 10, 2005 from 6:00 to 8:00 p.m. at 656 N. Santiago (located
across Train station).
Ms. Haluza commented on the Heninger Park Design Guidelines in conjunction
with the City's guidelines and the evaluation of the neighborhood reviews that
create the design review committees.
Ms. Soboleske congratulated The Historical Society for winning the Governor's
award for the coloring book that highlights many of Santa Ana's historic buildings
and is used in student history classes. She announced that Santa Ana was
selected as a Preserve America community.
Ms. Haluza thanked Ms. Soboleske for her efforts on the Preserve America
application.
' 3. Historic Resources Commission Comments
Commissioner Seeley
Commented on Wilshire Square Homeowners Association's concern with
the age of the commercial building at McFadden/Main street on northwest
corner that appeared in a photograph. Ms. Haluza provided information
from building permits that indicated that the structure was built in 1931 as
adrive-through. Ms. Soboleske also stated that the area was informally
surveyed and not deemed to be historical since there were no evident key
architectural elements.

• Inquired if the Mills Act brochure would be available for distribution at
Wilshire Square and also have it available on-line.
Commissioner Schaefer
• Requested 2006 Historic Resources Commission meeting dates.
• Commented on rehabilitation at 19th/Jefferson end of Victoria, project went
through renovation, not considered historical since original materials have
been replaced.
Commissioner O'Callaghan
• Thanked staff for the job well done with the guidelines.

• Commented on the great job done on the Mills Act brochure.

• Appreciated the Mills Act brochure.
Chairman Cook-Giles
• Inquired if First American Title was considering digitizing their collection.
Ms. Soboleske commented on a letter sent to the library with a request to
digitize and document in archives ($8.50/print). Commissioner Seeley
suggested possible income revenue and access for searchable data base.
