RECOMMENDATION:
Approve minutes of the regular meeting of August 4, 2005.
Commissioners Bustamante and Schaefer abstained from the Minutes of August
4, 2005.
B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the August 4, 2005 Agenda for the Regular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on August 1,
2005 at 8:16 a.m.

C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO 2005-07
Filed by the City of Santa Ana, to execute an agreement with Alfredo Amezcua,
property owner for the structure located at 1315 North Broadway (Dr. Raymond
Smith House).
RECOMMENDATION:
' Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and the Clerk of the Council to execute an agreement
with Alfredo Amezcua, property owner for the structure located at 1315 North
Broadway (Dr. Raymond Smith House).

E. HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2005-03

4, 2005)
Filed by Steven J. Dzida requesting to allow construction of a kitchen and
storage area addition to the rear of the historic property located at 316 South
Cypress Street (Huff-Sleeper House).
RECOMMENDATION:
Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior
Modification Application No. 2005-03.
Hally Soboleske presented the staff report and recommendation. She reviewed
the specific changes proposed for the structure with the new addition.
Commission discussion ensued regarding the rear elevation and the introduction
of solar tubes, the welcome change of a wood railing on the front of the house
and applicant's collaboration with City compliance. Chairman Giles commented
on the detailed descriptions on the design presented by staff.

WORK STUDY SESSION
F. PRESENTATION ON CATEGORIZATION CRITERIA
Hally Soboleske introduced Leslie Heumann, Historic Consultant, who discussed
the categorization process for the designation of historical properties. Ms.
Heumann reviewed the categorization criteria for the three levels, Landmark, Key
and Contributive.

Landmark criteria:
Building structure, object or site is on the national andlor state register, or
appears eligible to be placed on the register
Commission discussion ensued inquiring if there are any properties listed on the
state register, origination of the three levels and the selection process on
eligibility.
' Ms. Heumann indicated that properties listed in the Contributive and Key
categories are due to the Historical/Cultural significance criteria, which include
overlapping features and the unique architectural significance.
Key criteria: (1) distinctive architectural style and quality; (2) characteristic of a
significant period or (3) the structure was associated with a significant person or
event.
Contributive criteria:
Contributes to overall character and history of a neighborhood or district and is a
good example of period architecture
Commission inquired about ranch style residences that meet the 50-year old age
criteria and the plans to categorize them. Ms. Heumann indicated that not all the
ranches meet the 50-year criteria.
Chairman Giles thanked Ms. Heumann and recommended that the presentation
be summarized into one page and included with the historic preservation
information packets as well as to have the information available on the City
website.

6. Excuse of Absences
Chairman Giles moved to excuse the absences of Commissioners Lutz and
