Minutes RECOMMENDATION: Approve minutes from the regular meeting of March 3, 2005. B. Commission Secretary Report RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to i Brown Act, the March 3, 2005 Agenda fbr the Regular Meeting was posted - the door of the City Hall Council Chambers at 22 Civic Center Plaza on Febru< 25, 2005 at 3:31 p.m. ""`END OF CONSENT CALENDAR""` Histor~ Historic Resources Commission Minutes 1 April 7, 2005 Resc BUSINESS CALENDAR C. REVIEW THE 2005 HISTORIC PRESERVATION AWARD NOMINATIONS Assistant Planner, Hally Soboleske in conjunction with Ad Hoc Committee Commissioners Kings and Sarmiento, presented the following nominations for Commission approval: Restoration Award -Davis-Hoy House, 1225 North French Street Award of Merit - Ebell Club, 625 North French Street Rehabilitation Award -Anderson House, 2335 North Oakmont Street Rehabilitation Award -Phillips Block Building Historic Infill Design -San Miguel House, 814-818 North Garfieid Street Ms. Soboleske indicated the award recipients would receive a certificate and commemorative plaque; the presentations would be awarded at the Historic Resource Commission public hearing session on May 2, 2005 and on June 6, 2005 City Council meeting. MOTION: Approve the Award Ad Hoc Committee nominations for the 2005 Historic Preservation Awards. Assistant Planner, Hally Soboleske presented an overview of the workshop held on March 22, that discussed the Los Angeles Adaptive Reuse Ordinance. She commented on the cost of rehabilitation, construction time and indicated that 4,000 units are under construction in downtown Los Angeles. Ms. Soboleske reviewed the key features of the ordinance for the Los Angeles urban model: • No new parking spaces required for an adaptive reuse project; any existing parking must be kept, but can be used for either residents of the ' new units or, the general public or whomever the developer selects. • All non-conformities such as height and setback are grand fathered • So long as no new floor area is created (other than mezzanines), there are no restrictions on density • Any property listed on a historic register is automatically eligible for the ordinance • The project must be for dwelling units, apartments, hotel/motel or live/work • No planning review is required • Los Angeles adopted a Special Building Code to facilitate adaptive reuse Historic Resources Commission Minutes 2 April 7, 2005 F. Public Comments (for items not on the agenda) No comments were made. i~ ~~::. r: nr6 i'. t~v ~"..:~` titV a~i u.t [1f~lYtl l<',`v s'w Staff Comments Karen Haluza commented on Steve Harding's participation on a panel discussion regarding downtown revitalization in Santa Ana on KPCC with Larry Mantle's talk show on April 8, 2005 at Steamers Restaurant in Fullerton. Hally Soboleske announced the upcoming Template Review Committee meeting scheduled for April 13. 2. Historic Resources Commission Comments Commissioner Sarmiento Commented on the Court of Appeals update, with UC Irvine and City of Santa Ana participation. Commissioner Kings Praised the upcoming project on Fourth Street and mentioned that the architect, Stephanos Polyzoides, was a former mentor. Vice Chair Schaefer Commented on attending a Chicago conference and taking an architectural tour that highlighted the blending of historic and modern high- rise buildings in the city. Recommended that the City of Santa Ana develop a similar tour. Commissioner O'Callaghan • Commented that public notification cards should have more detail information for agendized items. Commissioner Bustamante Suggested pursuing a historical publication highlighting well-known authors from the City of Santa Ana and actors that have toured Santa Ana. Commissioner Lutz Commented on Washington Square Neighborhood Association's concern with increase of garage conversions in the neighborhood. He stated that realtors advertised homes as "garage conversions"; recommended a study session to review what is allowed. Chair Giles • Announced Template Review scheduled for April 13 and requested staff to notify Commissioner Corpin. • Announced the Floral Park Home & Garden Tour scheduled for April 23 & 24, 2005. ' 3. Excuse of Absences Commissioner Kings moved to excuse the absences of Commissioners Chinn and Corpin; Commissioner O'Callaghan seconded the motion.
