B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
' Brown Act and the Maddy Act, the August 5, 2004 Agenda for the Regular
Meeting was posted on the door of the City Hall Council Chambers at 22 Civic
Center Plaza on July 30, 2004 at 10:57 a.m.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2004-03

Filed by the City of Santa Ana to execute an agreement with James A. Johnson
and Corrie E. Johnson for the structure located at 624 South Birch Street.

RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with James A. Johnson and Corrie E. Johnson, Trustees for the Johnson Family
Trust dated September 28, 2000, for the structure located at 624 South Birch
Street.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2004-05

Filed by the City of Santa Ana to execute an agreement with George W. McCloud
and Denise Patterson for the structure located at 2310 N. North Park Boulevard.
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an agreement
with George W. McCloud and Denise Patterson, Trustees of the McCloud Family
Living Trust dated March 22, 1996, for the structure located at 2310 N. North
Park Boulevard.

Commission discussion ensued regarding the modifications made to the home.
Staff noted the home had been altered and no longer represents the original
Monterey style.

6. Historic Resources Commission Comments
Commissioner Lutz
• Noted the modern fagade is different than the original architecture of the
photo-handout by Commissioner Chinn of the Casa Linda furniture store.
Staff confirmed the building is not on the Historical Register. He would
like to consider possibility of restoring the original exterior; staff indicated
restoration would not be likely, but would provide outreach to the owner.
Commissioner O'Callaghan
• Commented that Ad Hoc Committee for Citywide Design Guidelines
should include Historic Resources Commission review of Chapter 13 and
Chapter 6; would like to set up a field trip for HRC, as well as a study
session to review these chapters. Expressed concern as to how Chapter
6 will address properties in historically sensitive areas. Staff indicated
that the Ad Hoc Committee was set up to address these concerns.
• O'Callaghan stated that Commission should be more involved with
modifications to structures on the Register as well as in HSA's, but there is
no code or policy mechanism in place. Staff indicated Commission has
vital role in being the deciding factor for placement on the Register.
Deputy City Attorney reminded Commissioners that this is not an
agendized item. Commissioner O'Callaghan requested a study session
for further discussion.
Vice Chairman Schaefer
• Requested review at 1900 N Baker, stated owner added second floor with
different windows which now should not be on the Register. Staff will
advise.
• Inquired about accessory structure at 2221 Heliotrope Drive. Staff
advised that this project was permitted.
Commissioner Kings
• Would like Historic Resources Commission Ad Hoc Committee to fully
review Chapter 13 and Chapter 6.

Stated Commission should be looking at the property as a whole and not
just the structures; cultural landscape and setting should be considered.
Commissioner Corpin
• Requested verification of permits at Bristol/Bishop home. Staff indicated
permits were obtained.
• Requested update on One Broadway. Chairman Giles reviewed the
status.
• Noted that the Template Review Committee is not meeting on September
3.
Commissioner Chinn
• Requested copy of development agreement on mitigation measures for
One Broadway for Commission.
• Encouraged attendance at the October 2"d and 3ro Washington Square
Home tour.
Commissioner Bustamante
• Apologized for not attending August meeting.
Chairman Giles
• Encouraged attendance for Washington Square home tour in October.
• Acknowledged the installation of historic plague at this property.
• Inquired about activity at YMCA building. Commissioner Chinn noted
Toastmasters celebrating a 50-year anniversary and would be visiting the
site. Would like graffiti removed.
• Reviewed status of One Broadway Plaza project for the Commission.
7. Excuse of Absences
Motioned by Commissioner Kings, 2"d by Commissioner Bustamante,
unanimously approved to excuse Commissioner Gartner.
