RECOMMENDATION:
Approve minutes of the regular meeting of June 3, 2004.
B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant
to the Brown Act and the Maddy Act, the June 3, 2004 Agenda for the
Regular Meeting was posted on the door of the City Hall Council
Chambers at 22 Civic Center Plaza on May 27, 2004 at 3:38 p.m.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO.2004-04

Filed by the City of Santa Ana to execute an agreement with Naomi
Estrine for the structure located at 1720 North Poinsettia Street.

RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an
agreement with Naomi Estrine for the structure located at 1720 North
Poinsettia Street.

Melanie McCann presented the staff report and recommendation.
Commission discussion ensued regarding the property's compliance with
city policy and the need for the owner to obtain building permits.
Motion:
To continue item for 60 days (October 7, 2004) to aNow owner time to come
into compliance.

3. Staff Comments
Hally Soboleske presented a pictorial overview of the marker dedication
ceremony at the Howe -Waffle House on July 10, 2004.
4. Historic Resources Commission Comments
Commissioner O'Callaghan
• Commented on the success of the "The Art of Living-Historic Home
& Garden Tour" at Wilshire Square.
Commissioner Gartner
• Commented on the good attendance and positive reception of the
Wilshire Square Summer Street Party
Commissioner Chinn
• Requested update on existing Historic Loan Program application.
Staff confirmed that the loan process is nearly complete and
contractor bids are being solicited.
• Thanked Hally Soboleske for promoting city design standards at
West Floral Park Homeowners Association.
• Requested an update on One Broadway Plaza regarding historic
preservation project mitigation measure definitions. Staff will
advise.
• Commented that he is pleased that the Paint Your Heart Out
program helps homeowners with abating the lead-paint so that their
homes can be repainted at no charge.
Commissioner Corpin
• Requested update on Original Mike's at First and Main Streets.
Staff provided information on pending permits.
• Commented on letter from Santa Ana Historical Society and
inquired on outcome from agendized City Council appeals of
historic designation. Staff provided update.
Commissioner Kings
• Congratulated Wilshire Square for a fine job on the home tour.
• Thanked staff on the marker dedication at the Howe-Waffle House.
• Thanked everyone involved with getting on-line access to Santa
Ana Register of Historical Properties.
Announced the passing of Barbara Blankman and noted her
contributions as a historian to the community. Requested that in
her honor the meeting be adjourned to her memory.

Chairman Giles
• Commented on the impressive Wilshire Square Home Tour.
• Commented on a job well done at the Wilshire Square Summer
Street Party.
• Announced the August 21 Morrison Park Summer Concert and
encouraged attendance.
• Praised the on-line access to Santa Ana Register of Historical
Properties.
• Requested update on Design Standards for Heninger Park. Staff
provided a brief update on the project.
• Inquired about joint session(s) with Planning Commission to review
the citywide document on design guidelines. Staff will advise.
• Commented on the appeals in progress; noted to be sure to keep
applicants apprised on pertinent issues.
5. Excuse of Absences
Motion was made by Commissioner Corpin, Seconded by Commissioner
Kings and unanimously approved 6:0 to excuse the absences of
Commissioners Bustamante, Lutz and Schaefer.
