RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act and the
Maddy Act, the May 6, 2004 Agenda for the Regular Meeting was posted on the door of the City Hall
Council Chambers at 22 Civic Center Plaza on April 29, 2004 at 3:47p.m.
' C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2004-02 (Melanie McCann)
Filed by the City of Santa Ana to execute an agreement with Daniel Leroy Cordova for the structure
located at 920 North Towner Street.
RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and authorize the City Manager
and Clerk of the Council to execute an agreement with Mr. Daniel LeRoy Cordova for the structure
located at 920 North Towner Street.

Committee. Commissioner Corpin will serve as the alternate if one of the designated appointees
cannot serve on the committee.

Planning Manager Trevino highlighted the program objectives and noted the on-going budget
constraints with respect to adding objectives.
Maya De Rosa, Senior Planner, reviewed the accomplishments for FY 2003-2004 and then outlined
the proposed objectives for FY 2004-2005:
a. Complete and adopt a Historic Preservation Plan
b. Complete installation of Downtown markers
c. Review, adopt and implement historic preservation component of Citywide Design
Guidelines
d. Establish and implement a historic survey methodology for the City.
i. Subtask -additional listings to the local register
' Commissioner Kings would like to include additional items for review within the Citywide Design
Guidelines. Recommended CLG grant monies be pursued to have bilingual information and/or take
the templates to the website. Ms. De Rosa suggested rotating survey areas beyond the HSA so that
the entire City can be surveyed and the surveys kept updated. Staff will advise implementation
plans for such a methodology.

• Commented that staff indicated that the Commission does not review porches or historical
settings for historical structures; suggested an agendized discussion as to what constitutes
review by Historic Commission beyond items physically attached to structures.
Commissioner Coroin
• Impressed with Citywide Guidelines and inquired as to how often report will be back to
commission. Staff indicated that after the Ad Hoc Committee meeting in June and thereafter
as deemed appropriate by the committee.
Commissioner Chinn
' • Commented on lead-paint homes program "Paint Yowr Heart Out" covering 30 homes during
OcUSep and decision by city not to paint historic home.
• Inquired as to what are proposed historical mitigations on One Broadway project. Staff
noted item is scheduled for Planning Commission in June. Also noted, City Council setup a
committee to deal with the development agreement and will keep Commission apprised.
• Mentioned upcoming workshop at Santa Ana Historical Room on June 12 -Photo
Preservation/Oral History workshop, more than 10 people will encourage additional
workshops.
• Aerial photography for older areas in Santa Ana is available from Phil Brigandi, County
Archivist at Old Courthouse.

• Episcopal Church of the Messiah hosting a concert by candlelight on June 13; Parish Choir

' • Wilshire Square Neighborhood hosting a Home Tour, "The Art of Living," hosted by HGTV
and Adelphia on June 26-27. Also to be featured is "open air dining" at Original Mike's Cafe.
• With regards to publication notices being sent out and perceived to be voluntary process with
inclusion of application, suggested that staff alter the text of the letter stating that the city files
the application and application is provided for information purposes, application will be filed
by staff.
• Requested that staff generate a CD (word documents) on Template generated homes.
