The report is divided into three sections: Waiting List, Participants, and Production. Waiting List As of September 30, 2007 there were 4,686 individuals/families on the waiting list. Charts 1 and 2 depict the characteristics of those currently on the waiting list who applied in 2001-2004. The Authority is currently accepting applications from October ~. to November 30, 2007, and these statistics will be incorporated in the first quarterly report. These applicants are given a preference on the list. Chart 2 illustrates the number of applicants by total household size. The majority of families on the waiting list consist of only one or two members. Over half of all applicants (2, 624 of 4, 686; or 560) have one or two member households, and would qualify for a 1-bedroom voucher. Chart 3 illustrates participating families, sorted by number of family members. Over two_thirds (700) of families receiving assistance have three or fewer members. 3. "Other" consists of households that are non-elderly, non-disabled, with no minor children. Over half (560) of participating households have elderly and/or disabled members. 4. Participants' incomes come from a variety of sources, as illustrated in Chart 6. Nearly half ( 4 9 0) of participating families have employment income. The Housing Authority pays the difference between the tenant portion and the contract rent. 'his payment is the Housing Assistance Payment (HAP) . The average HAP for July through September 2007 was $763 per unit. The total HAP paid in July through September was $5,808,078. Production HQS Inspections Each assisted unit must be inspected at least annually to ensure it meets the Housing Quality Standards (HQS) in compliance with federal guide- lines. From July to September, a total of 482 inspections were performed. Chart 7 illustrates the number of inspections performed monthly since July 2007. Re-certifications/Interiors Each year, the Housing Authority must re-certify each participating family to ensure compliance with program eligibility. In addition, when a participant's income changes, an interim examination must be performed. During the reporting period, a total of 1086 re-certifications/interiors were conducted. The monthly average since July 2007 is 20 per month.
