RECOMMENDATION:
Approve the minutes of the regular meeting of May 1, 2003 as corrected.
B. COMMISSION SECRETARY REPORT
Pursuant to the Brown Act and the Maddy Act, the May 1, 2003 Agenda for the
Regular Meeting was posted on the door of the City Hall Council Chambers at 22
Civic Center Plaza on April 24, 2003 at 11:30 a.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

C. HISTORIC MARKER TEXT
Filed by the City of Santa Ana to memorialize the official marker text for fifty
structures on the Santa Ana Register of Historical Properties.
RECOMMENDATION:
' Approve text for the third 50 of 217 historic properties to receive bronze markers.
Hally Soboleske provided staff report and staff recommendation.

RECOMMENDATION:
' Select the Outstanding Historic Preservation Projects.
Hally Soboleske provided the staff report and recommendation.

WORK STUDY SESSION
E. HISTORICALLY SENSITIVE AREA REVIEW POLICY
' Maya DeRosa, Senior Planner, provided a brief background of the issue.
Hally Soboleske, Associate Planner, provided an autline of the five Historically
Sensitive Areas, the different types of properties located within them, and the
review process utilized for additions and/or remodeling. Ms. Soboleske provided
details on a recent remodeling project including criteria used, staff suggestions,
and changes that had been agreed upon after the review process.

Discussion was held regarding the time involved, the client's perspective, the
preservation of the integrity of the structure, and how differentiation between old
and new portions of a structure can be accomplished. Discussion also was held
regarding the Secretary of Interior Standards and requirements of being a
Certified Local Government. It was the consensus of the Commission to allow
flexibility in design and application of the standards an non-primary elevations.

RECOMMENDATION:
Adopt a resolution approving Historic Register Categorization Nos. 2003-23 and
2003-29 through 2003-32.
Melanie McCann, Associate Planner, provided the staff report and
recommendation. She noted that the categorization of the property at 505 North
Main Street was being discussed with the property owners and requested that
categorizing that property be continued until August 7, 2003.
Chair Person Pro Tem Kings opened the public hearing.
No written communications were received and there were no speakers on the
matter.

Motion to continue the categorization of 505 North Main Street until August
7, 2003 and fo approve the remainder as recommended.

COMMENTS
2. Public Comments
Eugene Moriarty, owner of 2035 N. Victoria, advised the Commission that he did
' not want his home placed on the Historic Register and that he had arrived at the
May meeting after it had adjourned.
Marsh Tanner, attorney for Mr. Moriarty, noted that en application for appeal had
been submitted. He is requesting that the decision to place Mr. Moriarty's
property on the Register be reconsidered.
Chair Person Pro Tem Kings requested that recon$ideration of the property be
placed on the August 7, 2003 agenda.
3. Staff Comments
Ms. DeRosa
• Provided an update on work efforts in Washington Square and noted that a
neighborhood outreach meeting will be held at Wilson School on June 17 at
7:00 p.m.
• Advised that at the next Planning Commission meeting there will be a
discussion of infill projects in the Downtown and that the Historic Resources
Commission is invited to attend.
Ms. Nelson
' Advised that the Urban Land Institute Meeting and walking tour is scheduled
for June 24 at 7:30 a.m.and that the City wild cover the cost to attend.
Commissioners interested in attending should adWise Rosa Barela.
6. Historic Resources Commission Comments
Commissioner Gartner
• Noted that he had enjoyed the discussion regarding design issues.
Commissioner Lutz
• Noted that the Orange County Heritage Museum party was being held tonight
and that all were invited.
Commissioner Chinn
Noted that the Historic Loan Program had been in existence for two years
and that no loans have been funded. He requested that staff investigate
changes that could be made to the program to accommodate smaller repairs
or remodeling and encourage use of the Program.
Commissioner Bustamante
' Complimented staff for their efforts to make improvements to the City.
Commissioner Kings
• Wished to go on record that she believed there was an error with regard to
the decision to not number the plaques but would not oppose what had been
presented.

5. Excuse of Absences
Motion by Commissioner Bustamante and seconded by Corpin to excuse the
absence of Commissioners Giles and Schaefer, and approved unanimously by a
vote of 7:0.
