MINUTES RECOMMENDATION: Approve the minutes of the regular meeting of March 6, 2003 as corrected. B. COMMISSION SECRETARY REPORT Pursuant to the Brown Act and the Maddy Act, the March 6, 2003 Agenda for the ' Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on March 2, 20031, 2003 at 8:00 a.m. RECOMMENDATION: Instruct the Commission Secretary to enter posting into the minutes. * * * END OF CONSENT CALENDAR * * * WORK STUDY SESSION C. UPDATE ON FLORAL PARK NEIGHBORHOOD METING Maya DeRosa, Senior Planner, noted that the meef;ing had a large turn-out and had provided an opportunity for staff to provide marketing materials to the residents. The criteria for placement on the Register was also made available. Staff has received several calls for information regarding the Mills Act and the neighborhood has indicated that they are supportive of structures being placed on the Register. ' The Commissioners noted that they enjoyed having the opportunity to interact with the Floral Park neighborhood and that they had received many calls requesting information on the placement process. D PROJECT REVIEW FOR HISTORICALLY SENSITIVE AREAS Discussion was held regarding the Secretary of Ilnterior Standards, Citywide Design Standards, and how they are interpreted and applied. Discussion was also held regarding process to appeal the Planning Manager's decision. Ms. DeRosa noted that the integrity of historic resources needs to be maintained and that is the reason for the standard requiring differences in the appearance of additions to historic structures. Chairman Giles noted that the standard is to not add on to structures in such a way as to not be able to differentiate between the old and the new. Discussion held regarding the intent in creating Historically Sensitive Areas and the current Historic Resource Cpmmission policy. Commissioner O'Callaghan requested that a current historic rehabilitation project be used for a study session to allow the Commissian the opportunity to view the process from permits to completion and see how the standards had been applied. A study session of the process to appeal the Planning Manager's decision was also requested. Ms. Nelson noted that the Design and Development Standards will provide information to the public and help them understand what can be approved. E. AWARD PROGRAM FOR OUTSTANDING HISTORIC PRESERVATION PROJECTS RECOMMENDATION: 1. Recommend that the City Council adopt a resolution approving the Ad Hoc Committee's recommendations on eligibility of 2002 award nominations. 2. Recommend that the City Council adopt a resolution approving. modifications to the criteria for the Award Program for Outstanding Historic Preservation Projects. Hally Soboleske provided staff report and recommendation. Discussion held regarding proposed changes and limits of the program. The Commission requested that the following modifications to the program be made: 1. Extend the nominating period to May 1. 2. Extend the project completion date to include a 3-year rolling period. 3. Amend the eligibility rules to allow unlisted properties to be nominated provided they make application for placement on the Register: Motion to: 1. Staff Comments Ms. DeRosa • Noted that the next Template Review Committee is scheduled for April 11, 2003. ' Noted that the Floral Park survey will be finjished next month and that Washington Square will be the next neighborhood of focus. Neighborhood outreach will be scheduled. • Thanked Ms. Sobeleski for creating the Mills AcYsample sheet and noted that it had been posted to the web. • Noted that the historic database project will be up within the next three months. Ms. Nelson • Noted that the opening of models for the downtown artists lofts is scheduled for April 17. She also noted that Phase I is sold out and Phase 2 is in pre- sale. 6. Historic Resources Commission Comments Commissioner O'Callaghan • Thanked staff for a very good presentation to the Floral Park neighborhood. Vice Chairman Schaefer • Thanked staff for the Floral Park presentation and noted that it had been very well done. ' Noted that the Floral Park Home and Garden Tour is scheduled for the last weekend of this month. Commissioner Kinos • Thanked staff for their sensitivity in working with tlhe public. • Requested examples of what other cities are usiing as approved Secretary of Interior Standards. • Requested a list of Ad Hoc Committees, what they do, and when they meet. Commissioner Corpin • Thanked staff for their efforts in the Floral Park neighborhood HISTORIC RESOURCES COMMISSION MINUTES 7 APRIL 3, 2003 Noted that she had been to Mr. Harrah's auto restaurant/museum and that it had been interesting. Commissioner Chinn • Noted that the presentation to the Floral Park neighborhood was excellent. • Noted that the Floral Park web site is the best he has seen. • Requested an update on the Historic Rehabilitation Loan Program. ' Commissioner Bustamante Thanked staff for the Floral Park presentation. Thanked all of the homeowners in Floral Park for doing a good job in preserving history. Chairman Giles • Requested that staff draft a proclamation for Rob Richardson. • Requested that a replacement for Rob Richardson on the Ad Hoc Committee for the Historic Marker Text be placed on the ageinda next month. Noted that he had attended the reopening of tlhe United Auto Building and that it was fascinating to see the work in progress. Advised that there would not be a meeting in July. Noted that he had seen a letter from City Manager, Dave Ream, advising that the City would be vacating its lease early on the school property that the water tower is on and would pay for relocation pr replacement with a pump station. He noted that the City would be losing the single-most prominent landmark and a valuable resource, and should explore all alternatives. • Invited everyone to the Floral Park Home Tour. • Advised that Floral Park will host a holiday tour on December 13-14, 2003. 7.
