HISTORIC MARKER TEXT Filed by the City of Santa Ana to memorialize the official marker text for fifty structures on the Santa Ana Register of Historical Properties. RECOMMENDATION: Approve text for the first 50 of 217 historic properties to receive bronze markers. Hally Soboleske provided staff report and staff recammendation. Discussion held regarding dates structures were built and occupied, marker text, marker costs, and legal requirements for property owners. Melanie McCann, Associate Planner, presented the staff report and recommendation. Chairman Giles opened the public hearing. Robert and Phyllis Henderson, owners of the Borchalyd House located at 1617 East Fourth Street, spoke in opposition to categorization end placement on the Register. They noted that the structure had been damaged recently in a fire and their insurance company had advised them that they would not be able to obtain insurance coverage that included replacement value if the house is designated as historic. They also stated that placement on the Register would have an adverse economic impact as they would not be able to sell the house for full value. HISTORIC RESOURCES COMMISSION MINUTES 2 February 6, 2003 Filed by the City of Santa Ana to place and categorize various structures on the Santa Ana Register of Historical Properties. Bonnie Cassazza, owners of the Greenwald House looted at 1810 Greenleaf, spoke in opposition of placement on the Register at this tie and requested asix-month continuation to allow them to learn about implications as ociated with placement. George Herlihy, owner of the Hillis House located at 1816 Heliotrope Drive, spoke in support of placement on the register. Chairman Giles closed the public hearing. Commissioner Kings thanked the property owners for the work they had done to date. She noted that she was supportive of a 6-month extension for the Greenwald House and a one-year extension for the Borchard House. Motion to: Adopt a resolution approving Historic Resources ~ommisslon Application Nos. 2003-03, 2003-05 and 2003-06. Adopt a reso/utfon approving Historic Register Categorization Nos. 2003-03, 2003- 05 and 2003-06. Continue Historic Register Categorization No. 2003-02 and Historic Register Categorization No. 2003-02 for one year. Continue Historic Register Categorization No. 2Q03-04 and Historic Register Categorization No. 2003-04 for six months. Commissioner O'Callaghan noted that residents in Floral Park may be surprised about historic designations and asked if neighborhood outreach had been done. Ms. DeRosa advised that an outreach effort was scheduled. Commissioner Richardson noted that asix-month continuance was excessive for the Greenwald House and that the matter should be given a 60-day continuance. He also requested that staff assist the owners of the Borchard House with obtaining information concerning insurance. Motion amended to: Adopt a resolution approving Historic Resources Commission Application Nos. 2003-03, 2003-05 and 2003-06. Adopt a resolution approving Historic Register Categorization Nos. 2003-03, 2003- 05 and 2003-06. Staff Comments Ms. DeRosa • Thanked the Commissioner for their prompt response to the invitation to the Historic Preservation Workshop. • Noted that staff will be going out to Floral Park t~ advise residents about historic designations. Mr. Edwards • Congratulated Commissioner Richardson on his appointment to the School Board. 5. Historic Resources Commission Comments Commissioner Bustamante • Thanked staff for work on the Historic Preservation 1orkshop. Commissioner Chinn • Requested information regarding contract Santa Ana Historical Preservation Society has to make a movie about Santa Ana historical site. Mr. Kaufman advised that discussion is being held regarding photos to be copied. HISTORIC RESOURCES COMMISSION MINUTES 4 February 8, 2003 Commissioner Coroin • Congratulated Commissioner Richardson on his apppintment to the School Board. Commissioner Kings • Emphasized the need to contact Floral Park. • Asked staff to research insurance issues. • Thanked staff for their work on the Historic Preservation Workshop. • Congratulated Commissioner Richardson on his appointment to the School Board. ' Commissioner Schaefer • Requested that the Awards Committee expand the nominating criteria. • Requested that the structure located at 403 E. Santa Clara be considered for an historic award. • Congratulated Commissioner Richardson on his apppintment to the School Board. Commissioner O'Callaghan • Congratulated Commissioner Richardson on his appointment to the School Board. • Noted that difficulty in obtaining insurance is due to',the age of the structure and not historic designation. Commissioner Richardson • Noted that he was looking forward to the Historic Preservation Workshop. • Thanked everyone for all of the kind words. Chairman Giles • Congratulated Commissioner Richardson on his apppintment to the School Board. • Noted that it had been an honor to serve under Commissioner Kings last year. 7.
