Instruct the Commission Secretary to enter into the minutes.
The December 5, 2002 Agenda for the Regular Meeting was posted at the City Hall
Council Chambers on November 27, 2002 at 7:50 a.m.
The Revised Agenda for the November 7, 2002 Regular Meeting was posted at the City

RECOMMENDATION:
1. Adopt a resolution approving Historic Resources Commission Application Nos. 2002-70
through 2002-72 and 2002-74.
2. Adopt a resolution approving Historic Register Categoriz8tion Nos. 2002-152 through
2002-154. and 2002-156.
Lynnette Perry, Associate Planner, presented the staff report and recommendation.
Madam Chair Kings opened the public hearing.
Richard Watts, owner of the Quick House located at 160 and 1604 East Fourth Street,
noted that he had spent over $1,000,000 on rehabilitation for the property and expressed
concern regarding the effect placement on the register and categorization would have on
the property value. He also requested that the Commission continue the item to allow
him time to research the potential impacts of categorization.
The Commission advised Mr. Watts to research tax credits and facade easements. Ms.
DeRosa, Senior Planner, noted that staff would be happy to assist him.

advised the Commission that a request had been received to change the name of the
Turner House to the Turner-Potter-Lyon House.

Discussion held regarding the template and request to change the name of the Turner
House.

• Noted that the categorizations for the Eastside neighborhood had been completed
and that Floral Park would be reviewed next.
• Noted that material regarding the Historic Preservation training workshop scheduled
for February had been distributed and requested that Commissioners interested in
attending respond as soon as possible.
• Advised that the web site had been updated with all properties placed on the
Register through October 2002 and that there are a total of 319 properties on the
Register as of December 2002.

Mr. Kaufman
• Advised that he will be Commission Counsel during Ms. Odette's absence.
Ms. Nelson
• Offered congratulations to all newly elected officers.
• Noted that work on the Phillips Hutton Building was scheduled to commence
immediately.
• Advised that a presentation on the Downtown Vision Plan was scheduled for the
March meeting.
6. Historic Resources Commission Comments
Commissioner Chinn
• Noted that pictures are available on the library website of over 2000 properties and
that linking the library website with the City website is being explored.
• Noted that the Historical Rehabilitation Loan Program has been in place for two
years and there have not been any loans made. He requested that staff review the
criteria.
Commissioner Bustamante
• Thanked staff for all of their work and wished everyonje a Happy New Year.
Commissioner Corpin
• Thanked Ms. Heumann for her work on the categorisation of Eastside neighborhood
properties.
• Thanked staff for collecting the Christmas cards.
Commissioner Gartner
• Thanked Madam Chair Kings for her work as Chair and wished everyone a Happy
New Year.

• Noted that he was proud of the work staff had done.
Commissioner O'Callaghan
• Thanked staff for their work last year.
Vice Chair Giles
• Thanked staff for their work last year.

• Noted that the property at 713 N. Spurgeon may be purchased and could become a
candidate for the Historic Rehabilitation Loan Program.

• Expressed appreciation for all of the work on the United Automotive Building.
• Thanked staff for assistance during the last year.
Congratulated Commissioner Giles on being elected Chair.
Noted that several Santa Ana homes had been featured in Orange County Magazine
and distributed copies for review.
7. Excuse of Absences
Motion by Commissioner Bustamante and seconded by Commissioner O'Callaghan to
excuse the absence of Commissioner Richardson, and approved unanimously by a vote
' of 8:0.
