Discussion was held concerning the Huff-Sleeper Hous It was noted that stucco had been used on the exterior of the structure and that the railing did not complement the style of the home. Ms. McCann advised the Commissiorfi that the owner had indicated a willingness to make changes if requested. Commissioner Giles requested that staff draft a letter requesting the property owner to replace the railing with one made from wood. Motion to: 1. HISTORIC EXTERIOR MODIFICATION APPLICATIONNO.2002-03 ' Filed by Caribou Industries to modify the exterior facade f the existing United Automotive historic building located at 100 S. Bob St. Paul, Associate Planner, presented the staff repolt and recommendation. Discussion was held regarding the maintenance and inte rity of the shear wall, the existing garage doors that were being replaced by a wind~pw, and the inaccuracy of the elevations that had been provided. It was noted that the wilding had been retrofitted in 1989. Commissioner Giles requested a special meeting to obtaijn clarification on the drawings. Commissioner Gartner noted that it was an unfortunate drafting error but that he was not in favor of delaying the project. Madame Chair Kings opened the public hearing. William Beaubeaux, Architect with Caribou Industries, noted that the master plan had not changed and that the request was only for the exterior mgdifications. Commissioner Schaefer noted that he had toured the building and was Supportive of the project. Commissioner Richardson noted that it was a rehabilitatipn project, not a restoration project, and that he was in favor of moving the project follrvard. Motion to approve Historic Exterior Modification App/ication No. 2002-03. MOTION: Bustamante SECOND: Gartner Discussion was held regarding the possibility of approving the project with conditions, the use of tinted glass, the doors and frames to be used, the integrity of the existing roof tile, and the restoration of the upstairs apartments. Motion modified to approve Historic Exterior Modificlation Application No. 2002-03 wifh the following conditions: 1. Rehabilitation to include moment frames for the two sheajr-wall bay openings on the First Street elevation in order to create the appearance of win ows. 2. The bulk-heads under the windows are to match the exis ing brick. 3. All doors and frames to be consistent in appearance with other doors. 4. Secretary of Interior Standards will be used for any resto ation to existing materials. Public Comments There were no public comments. 6. Staff Comments Ms. DeRosa Noted that the Commission is scheduled to hold the election of officers at the January meeting. 7. Historic Resources Commission Comments Commissioner Chinn Requested a status on Commissioner Cribb's request: for review of various properties on the west side of the city that allow horse stables, Mr. Edwards responded that when the findings are completed a study session would be scheduled. • Noted that Anaheim is doing infill with structures having a historical appearance. • Noted that in the city of Carmel demolition can not pccur without an approved site plan. Wished all a Merry Christmas. Commissioner Schaefer • Encouraged all commissioners to tour the United Auto Building. • Noted that the Historic Park Santiago Holiday Home Tour is scheduled for December 8 from 9:00 a.m. to 4:00 p.m. Commissioner Richardson • Wished everyone a Merry Christmas. Commissioner O'Callaghan • Noted that the plans for the modifications to the United Automotive building were not complete which had put the Commissioners in a difficult position. Vice Chair Giles • Commented on the irregularities in the United Automotive Building process. • Noted that he had received the elevations of the proposed parking garage on Sycamore and that he does not concur with the standards. • Invited everyone to attend the Santa Ana Historical Preservation Society Christmas party at the Howe-Waffle House on December 19. • Congratulated Mr. Edwards on his appointment to the position of Planning Manager. Commissioner Coroin • Congratulated Mr. Edwards on his appointment to the position of Planning Manager. • Requested that staff review the eligibility of the church at 525 E. Myrtle Street for placement on the Historic Register. Commissioner Bustamante • Wished everyone a Happy Holiday. • Congratulated Mr. Edwards on his appointment to the position of Planning Manager. Madame Chair Kings • Requested that the Commission be provided a compl'~te set of plans when reviewing exterior modifications. • Noted that the Phoenix House at 1207 Fruit Street had requested categorization. • Requested that the Template Review Committee be,scheduled to meet every other month instead of monthly. • Wished everyone a Merry Christmas. • Congratulated Mr. Edwards on his appointment to the position of Planning Manager 8.
