Approve the minutes of the regular meeting of March 7, 2002.

The March 7, 2002 Agenda for the Regular Meeting was posted at the City Hall
Council Chambers on March 1, 2002 at 12:45 p.m.

WORK STUDY SESSION
C. PHILLIPS-HUTTON BUILDING RENOVATION
John Reekstin, Executive Director, Community Development Agency, provided a
brief history of the building and the preliminary plans. He emphasized the
importance of the building to the Downtown area and outlined the interior
rehabilitation that has been done to date. Roger Torrierro, developer, outlined
previous Santa Ana projects and discussed prior renovations that had been done
to the building.
Mr. Torrierro advised that the goal is to renovate the building to look the way it
had in 1925 but they have not been able to located an accurate picture. Plans
for maintaining the historical integrity of the building and potential owners/
tenants were discussed.
Ron Nestor, Nestor and Gafney Architects, discussed the architectural plans and
goals for the building. Window treatments, the storefront, exterior material, and
potential openings on Broadway were outlined.
Discussion ensued regarding the advantages, disadvantages, and requirements
of having the project reviewed by the State Historic Preservation Office (SHPO).
Assistant City Attorney Ben Kaufriian advised that the CEQA process must be
completed before the project can proceed. The potential impact of Santa Ana's
designation as a Certified Local Government was discussed. Mr. Torrierro
asked the Commission if they ~NOUId consider forming an advisory committee for
the project to provide input in the near future.
D. FEASIBILITY OF LOGAN HISTORIC DISTRICT
Maya DeRosa, Senior Planner, outlined the evaluation criteria that had been
utilized and provided the geographical boundaries of the area. Background of
the area and visual survey were provided. Discussion held on the properties in
the area that have been categorized on the Historic Register. The results of the
survey indicated that the area does not meet the criteria for designation as a
historic district and focus shcsuld be placed on identifying specific structures for
inclusion on the Historic Register in lieu of district creation. Additionally it was
recommended that the Commission should also focus on identifying historically
sensitive areas within Washington Square, Wilshire Square, Floral Park, and
Eastside. It was the consensus of the Commission to concur with the
recommendation of staff.

Noted that City Council had approved the Historic Awards Program.
Advised that staff will be sending information packets to owners of property
on the Historic Register next week.

Commissioner Chinn
Requested status update of loans beiny processed through the Historic
Rehabilitation Loan Program.
Commissioner Giles
• Noted that City Council -had upheld the Commission action on the Martin
House.
• Reminded all present of the Floral Park Tour scheduled for April 27 and 28
and noted that volunteers to serve as docents would be appreciated.
• Noted that he was advised by Tim Rush that the on April 27 the Discovery
Museum on West Harbor will be holding a Deaccessioning Sale of items of
historic interest that had been donated to the Museum.
Madam Chair Kings
• Requested that the next agenda include an item concerning the Ad Hoc
Committee for the Phillips-Hutton block.
• Advised that she and two staff members would be attending the workshop in
Napa next month.
• Noted that the Architecture Foundation had published a coloring book that
included five structures from Santa Ana.

Filed by fhe City of Santa Ana to discuss the notice of intent to demolish
three structures located at 1007-1009, 1015, and 1109 North Broadway and
listed on the Santa Ana Register of Historic Properties as part of the One
Broadway Plaza high-rise office project.

RECOMMENDATION:
Receive public comment and discuss the demolition of the historical
structures located at 1007-1009, 1015, and 1109 North Broadway.
Joseph Edwards, Principal Planner, provided a brief update and advised the
Commission that the Environmental Impact Report (EIR) would not be released
for another 60 days and that staff was working with the developer to relocate the
structures. Mr. Edwards also noted that the applicant would not be performing a
sense of size demonstration but has prepared a video that is available to
interested persons. Madam Chair Kings requested that the Commission view the
video during the Work Study portion of the May meeting and that a copy is made
available to the Santa Ana Historical Preservation Society and other groups who
have expressed an interest. Commissioner Giles requested that the video be
shown on Channel 3.
Madam Chair Kings opened the public hearing.
A letter from the Santa Ana Historical Preservation Society requesting that the
public hearing be continued until after the draft EIR had been released had been
received.
Jo Ann Ramirez, Broadway Bulldogs, requested that the item be continued until
after the EIR is circulated.
Ben Grabiel, Santa Ana resident, spoke to request that a sense of size
demonstration be performed.

recommendation.

Madam Chair Kings opened the public hearing.
Warren Taylor, owner of the Deluxe Apartments located at 315 W. Tenth Street,
asked why the building was being classified as a landmark. Madam Chair Kings
advised him that based on research it had been determined that the building
qualified for landmark status. He asked for information regarding any potential
restrictions resulting from this categorization and was advised that there were no
' restrictions. Madam Chair Kings requested that staff provide Mr. Taylor with
information on the loan programs and tax incentives.
Edward Danoff, owner of fire Station Headquarters No. 1 located at 1322 N.
Sycamore Street, advised the Commission that he had not been provided with
notice when the structure was originally placed on the list. He also noted that he
is opposed to the placement and categorization of the property. Madam Chair
Kings requested that staff research the issue of notification at the time the
property was placed on the list.
George Budris, resident, spoke in support of the categorization of historic
properties.
