COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The February 7, 2002 Agenda for the Regular Meeting was posted at the City Hall Council Chambers on February 1, 2002 at 3:25 p. m. * * * END OF CONSENT CALENDAR * * BUSINESS CALENDAR C To recognize outstanding achievement in the areas of Restoration Rehabilitation, Merit, and Historic Infill Design. ' RECOMMENDATION: Recommend that the City Council adopt a resolution approving the City of Santa Ana Award Program for Outstanding Historic Preservation Projects. Hally Cappiello, Assistant Planner, presented the staff report. Madam Chair Kings requested that the Award Eligibility category be modified to include historically sensitive areas that have been identified, and that the Restoration Award category be modified to include restoration of a building to its original or period of historically significant appearance. Motion to recommend that the Cify Council adopt a resolufion approving the City of Santa Ana Award Program for Outstanding Historic Preservation Projects. CONFLICT OF INTEREST FORM 700 Kylee Odette, Deputy City Attorney, provided an overview of the Conflict of Interest Form 700 and highlighted the information that is required to be provided. Available on-line assistance and penalties were discussed. Patricia Healy, Clerk of the Council, outlined what was reportable information and advised that all forms were due by April 2, 2002. E. HISTORIC REHABILITATION LOAN PROGRAM UPDATE Patricia Whitaker, Housing Manager, provided an update on the loan programs currently available through the City. Criteria, funding resources, and income guidelines were outlined. Potential costs involved in the rehabilitation of a historic home and marketing efforts were discussed. Ms. Whitaker advised the Commission that the loan program was designed to work with other loan programs available and not as a sole source of funding. Discussion held regarding the $50,000 maximum loan provision, borrowing by nonprofits, and the State Historic Preservation Officer (SHPO) requirements. Madam Chair Kings asked if the program could be extended to historically sensitive areas. Ms. Whitaker advised that it could with Community Redevelopment Agency approval. HISTORIC RESOURCES COMMISSION MINUTES 2 MARCH 7, 2002 F. IDENTIFICATION OF HISTORICALLY SENSITIVE AREAS Discussion ensued regarding the process of identifying historically sensitive areas. Madam Chair Kings requested that staff compile a list of the neighborhoods to review, establish windshield surveys, and create a list of potential historically sensitive areas and their boundaries. She noted that the intent would be to identify appropriate development standards for each area. n G. ANNUAL OBJECTIVES FOR FISCAL YEAR 2002-03 Joseph Edwards, Principal Planner, distributed the proposed objectives for fiscal year 2002-03 and provided an outline of each. Discussion was held regarding partnering with other cities, interactive web sites, and the scheduling of regular updates to the map of historic properties. Consensus was reached on establishing the following objectives for fiscal year 2002-03: Add approximately 150 new properties eligible for listing to the. Santa Ana Register of Historic Properties. f' 2. Secure funding as a Certified Local Government to prepare a Historic Preservation Element of the City's General Plan. 3. Complete Phase II of implementation of the Cultural Heritage Program (Additicnal Chapters beyond Downtown and French Park). 4. Update City's Historic Resources Map and make available on the City's website. 5. Develop a program for Commissioner and staff training on historic preservation: Department of Interior Review Standards State Historic Building Code California and National Register Standards Financial and Tax Incentives Identification of standards for historically sensitive areas. PROCEDURAL RULES PUBLIC HEARINGS 1. HISTORIC RESOURCE DEMOLITION NO. 2001-01.2001- 02 AND 2001-03 Filed by the City of Santa Ana to discuss the notice of intent to demolish three structures located at 1007-1009, 1015, and 1109 North Broadway and fisted on the Santa Ana Register of Historic Properties as part of fhe One Broadway Plaza high-rise office project. PUBLISHED 1N THE REGISTER: December 21, 2001 PUBLICLY NOTICED: December 21, 2001 RECOMMENDATION: Receive public comment and discuss the demolition of the hisforical structures locafed at 1007-1009, 1015, and 1109 North Broadway. Joseph Edwards, Principal Planner, provided a brief update and advised the Commission that the Environmental Impact Review's (EIR) anticipated release date is March 29. No written communications have been received. Madam Chair Kings noted that she had received correspondence from the following: • Delhi Neighborhood Association in opposition of the demolition. • Jo Ann Ramirez, Broadway Bulldogs, requesting continuation of the public hearing until after release of the draft EIR. • Dee Reynolds, Wilshire Square, expressing concern regarding the impact on the neighborhood. • The Broadway Bulldogs, requesting that the developer perform a sense of size survey. Madam Chair Kings opened the public hearing. Jo Ann Ramirez, Broadway Bulldogs, noted that she had joined the Planning ' Commission on their tour of the proposed One Broadway Plaza project and that it had been evident the impact from the increased traffic would be considerable. Ms. Ramirez requested that the City ask the developer to provide a sense of size demonstration. Madam Chair Kings closed the public hearing. Madam Chair Kings requested that staff investigate the feasibility of moving the Basler Home to the Cabrillo Tennis Center, the Yale Apartments to the site on N. Broadway, and the Koenig House to French Park. HISTORIC RESOURCES COMMISSION MINUTES 4 MARCH 7, 2002 Commissioner Giles requested that staff investigate the feasibility of using a development easement acquisition program in the future. Motion to continue the public hearing to March 7, 2002. Comments from Staff Mr. Edwards • Noted that historic marketing pamphlets and a memo regarding demolition had been distributed to the Commission. 8. Comments from Historic Resources Commission Commissioner Chinn • Thanked staff for the presentations. • Requested an update on the historic plaques and was advised that it was scheduled to go to City Council on April 1, 2002. Commissioner Corpin • Asked if the Historic Resources Commission could request City Council to require the sense of size survey. Mr. Edwards responded that he would like the opportunity to discuss the issue with Mr. Harrah first and would report back to the Commission. The Commissioners agreed with Mr. Edwards' suggestion. • Welcomed Commissioner Schaefer. • Noted that the Orange County Historic Society will meet this time next week; Joan Irvine will be signing her book at the Kidseum and Bowers Museum. ' Commissioner Giles • Noted that Charles View had taken a position in Brea and several Commissioners did not have an opportunity to thank him for all his work. Mr. Edwards and Madam Chair Kings agreed to draft a letter to Mr. View from the Commission. Madam Chair Kings • Advised the Commissioners of the training opportunity scheduled in Sonoma and advised staff that she would like to go. • Requested that the Template Review Committee be temporarily rescheduled for a different date and time. • Thanked Commissioner Chinn for taking the templates to the library and indexing them into the database. 9. Excuse of Absences Motion by Commissioner Richardson and seconded by Commissioner Corpin to excuse the absence of Commissioner Gartner; approved unanimously by a vote of 8:0. f 0.
