A. COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The November 1, 2001 Agenda for the Regular Meeting was posted at the City Hall Council Chambers on October 26, 2001 at 9:45 a.m. * * * END OF CONSENT CALENDAR * * Motion to hear the Business Calendar before fhe-Work Study Session as appears on the agenda. NORTH BROADWAY DISTRICT PROGRAM RECOMMENDATION: Recommend the approval of the North Broadway District Program. Jeffry Rice provided an update. Discussion held regarding desired boundary changes, parameters of Historic Resources Commission review, the parking structure at the YMCA, and historic district on Broadway. A change to Exhibit 2 to include a requirement for 30-foot spacing for trees was requested. The following modifications to the proposed North Broadway Corridor Design Standards were requested: ' 1. Inclusion of the model numbers on pages 9-12 2. Include mass and void under desirable building patterns 3. Add height and proportions of buildings 4. Include spacing of windows and bays Tim Rush, representing the Santa Ana Historical Society, spoke in opposition of the One Broadway Plaza project and expressed concern regarding the proposed demolition of the Yale Building. JoAnn Ramirez, secretary of the Santa Ana Historical Society, spoke in support of preserving historic properties. Kenneth Wenzel, attorney for the Santa Ana Historical Society, spoke in opposition of the project and the proposed demolition of the Yale Building. Ben Kaufman advised of the process for obtaining a demolition permit. Ms. Nelson advised the Commission that Mr. Harrah had agreed to have the Yale Building boarded up and not to proceed with demolition until after the historic review process has been completed. The decision to demolish a structure ultimately rests with the property owner, as the economics of the project need to be considered. Also, the historic provisions of the municipal code will be reviewed and brought to the Historic Resources Commission for appropriate modifications. Discussion ensued regarding set-backs and the scale of development. Madame Chair Kings expressed concern regarding communication with the Planning Commission to make their issues known. Commissioner Richardson noted that the Commission should receive information on projects prior to their completion. Hugh West, owner of the Z.B West Home, asked what restrictions would be placed on his home by virtue of the classification. Joseph Edwards, Principal Planner, advised him that modifications to the home would require Planning and Commission review. No written communications were received. Objective No. 6 -Improve Communication with Planning Commission Charles View, Planning Manager, reported that the Chairpersons from the Planning Commission and Historic Resources Commission were scheduled to meet informally to discuss upcoming items. I-le has also met with Commissioner Richardson, Planning Commission representative to the Historic Resources Commission, regarding linkages between the two Commissions. With the efforts of Commissioner Richardson and the informal lunches it is anticipated that communication between the two bodies will be improved. Commissioner Richardson suggested that as issues arise a memo could be drafted and presented to him to share with Planning Commission. He also requested that the process to comment on projects that adjoin historic properties be formalized. E. Objective No. 9 - Develoa Historic District Prods Motion to continue to January 3, 2002. Oral Comments -Comments from the Public Ben Grabiel, Santa Ana resident, spoke in opposition of the demolition of the Yale Apartment Building. STAFF AND COMMISSION COMMIENTS 5. Comments from Staff Mr. Edwards • Advised the Commission that a favorable determination had been received from the Office of Historical Preservation and given the CLG application a favorable review and would now be forwarded to the Department of Parks. • Wished all Happy Holidays Ms. DeRosa • Advised the Commission that minor changes to the template will need to be made and these will be presented at Template Review Committee. Ms. Odette • Advised the Commission that the December 17, 2001 City Council • Agenda will include a request to allow the Historic Resources Commission to affirm ' or rescind properties on the Historic Register. 6. Comments from Historic Resources Commission Commissioner Giles • Congratulations to staff for favorable determination regarding Certified Local Government status. • Wished all Happy Holidays Commissioner Gartner • Thanked Mr. Rush for attending the Commission meeting • Wished all Happy Holidays Commissioner Coroin • Thanked staff for list of historic properties Wished all Happy Holidays Commissioner Richardson • Thanked staff for list of historic properties that had been provided. • Discussed item to allow the Historic Resources Commission to affirm or rescind properties on the Historic Register with Ms. Odette. • Asked when modifications to municipal code will be discussed. Madame Chair Kings responded that she would like an ad hoc committee appointed to address this issue. Mr. View indicated that proposed changes would be presented to the Commission in February 2002. Commissioner Bustamante • Congratulations to staff for favorable determination regarding Certified Local Government status. • Agreed with Commissioner Richardson regarding the need to address modifications to the municipal code Wished all Happy Holidays Commissioner Chinn • Thanked the Santa Ana Historical Society for attending HISTORIC RESOURCES COMMISSION MINUTES 7 -. DECEMBER 6, 2001 Requested that the Santa Ana Historical Room be provided with template information. Wished all Happy Holidays Madame Chair Kinas • Requested formation of an ad hoc committee to discuss demolitions potential revisions to Chapter 30 of the Santa Ana Municipal Code. Madame Chair Kings and Commissioner Giles volunteered. • Requested meeting to discuss Yale Apartment Building ' The requirements of the Brown Act were discussed with Ms. Odette, Commission Legal Counsel. Mr. View advised that because this would not be an official meeting there should not be a quorum present; therefore, the Santa Ana Historical Society could facilitate the meetings scheduled to discuss the Yale Apartment Building and the appropriate staff would attend. Mr. Rush advised that the Santa Ana Historical Society would be happy to facilitate a meeting and would coordinate a date and time with staff after the first of the year. Madame Chair Kinas • Congratulated staff on favorable determination for Certified Local Government status. • Wished all Happy Holidays Excuse of Absences Motion by Commissioner Bustamante and seconded by Commissioner Gartner to excuse the absence of Commissioner O'Callaghan and approved unanimously by a vote of 7:0. 8.
