APPROVAL OF THE MINUTES for the regular meeting of April 5, 2001. RECOMMENDATION: Approve the minutes of the regular meeting of April 5, 2001. B. COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The May 3, Agenda was posted at the City Hall Council Chambers on April 27, 2001 at 10:30 a.m. * * * END OF CONSENT CALENDAR BUSINESS CALENDAR C. HISTORIC PROPERTIES RESTORATION LOAN PROGRAM To establish and implement a property restoration loan program for historic residential resources citywide. ' RECOMMENDATION: Recommend that the City Council approve the Historic Properties Restoration Loan Program. Mr. Terry Gilbreth, Housing Programs Analyst, provided background information on the proposed Historic Properties Restoration Loan Program; reviewed the basic features of the program discussing requirements for the rehabilitation, restoration or preservation of eligible properties; and reviewed the anticipated loan process. It was noted that on the table listed on Exhibit 1 under Loan Terms, 4`" bullet, the percentages should be switched indicating 95% for owner-occupied properties, and 85% for rental and commercial properties. Discussion ensued on the minimum loan amounts, advertisement of the loan program, amount of time required to process a loan, and the overall budget for the loan program. Madame Chair Kings requested that the loan information be available in Spanish. Mr. Gilbreth noted that the information will be available in both languages. Madame Chair Kings noted that areas to target first are the neighborhoods that have existing review guidelines such as French Park and Heninger Park neighborhoods. Motion to recommend that the City Council apprgve the Historic Properties Restoration Loan Program. DISCUSSION OF THE BROADWAY HISTORIC DISTRICT Charles View, Downtown Development Manager, provided information on creating the Broadway Historic District. Mr. View reviewed areas along the Broadway Corridor which includes a mixture of small scaled development, namely bungalow style housing, apartment buildings, contemporary buildings, and lower scale office buildings. Mr. View reviewed the steps suggested to develop the requested feedback from the Commissioners. Mr. View then noted the sections of Chapter 30 that apply to the creation of a historic district and sections of Chapter 41 that are key provisions of the Specific Development (SD) District standards. Mr. View reviewed different design options and noted that staff recommends the SD suffix option. Discussion ensued on the suffix combination and examples. Mr. View requested direction to identify boundaries and SD identification. Staff would then develop text, receive feedback from the Planning Commission to make sure they are supportive, and formalize staff reports to the Historic Resources Commission and Planning Commission for recommendation for the City Council to take action to approve an ordinance. Due to time constraints Madame Kings requested a special meeting to further discuss. Staff will coordinate a special meeting once staff has completed the Chapter 30 proposed revisions. Mr. Roger Coulter of the First Presbyterian Church requested a no vote and referred to a ruling from both the U.S. Supreme Court and California Supreme Court that religious organizations are exempt from preservation lists. Madame Chair Kings closed the public hearing at 5:58 p.m. Commissioner Giles offered a motion that the structure be eligible for listing on the Register Categorization Key and should circumvent in the future to recognize with that categorization. Commissioner Giles commented he would like to recognize the structure is eligible for categorization and does not believe it is a conflict with the court's ruling. Mr. Chris Norman agreed but noted the ruling to be constitutional, adding when a church objects to being placed on a preservation list, we have to abide by their wishes. Commissioner Richardson suggested the matter be continued to the next meeting to gain a full understanding of the ruling. Commissioner Giles withdrew his motion. Mr. Albert Scott spoke in opposition of designating his property (Weissman-Flagg House) adding that it be taken off the register and was not properly notified. Madame Chair Kings closed the public hearing at 6:14 p.m. Madame Chair clarified that the Mr. Scott's property is currently on the register and that the Commission is taking action only to categorize the property. Commissioner Richardson requested in light of the information received regarding the ruling for religious buildings, to continue designation of The Seventh Day Adventist Church to the next meeting. Motion to adopt a resolution approving Historic Register Categorization No.'s 2001-35 and 42; and continue Historic Register Categorization No. 2001-41 to June 7, 2001 meeting. PUBLISHED IN THE REGISTER: April 23, 2001 PUBLICLY NOTICED: April 20, 2001 RECOMMENDATION: Adopt a resolution approving Historic Exterior Modification Application No. 2001-01 Sergio Klotz, Associate Planner, presented the staff report and recommendation, and described the proposed exterior modifications. Madame Chair Kings opened the public hearing at 6:31 p.m. Ben Grabiel spoke in opposition of proposed exterior modifications specifically on the creation of the new doorway on Second Street and relocation of Broadway storefront entrance. Dan Bradley, Applicant, spoke in support of the proposed exterior modifications adding that it would be costly and difficult to redesign the floor plan as they went through various space plans to get the most sufficient layout to minimize changes to the exterior. Madame Chair Kings closed the public hearing at 6:34 p.m. Commissioner Bustamante noted that the door on Broadway will have a minimal impact as it will bring back four feet towards the sidewalk and will not be noticeable. Madame Chair Kings commented that the Santora Building is a landmark and agrees that attempting to restore the building in complete is something worth trying to obtain; but noted that the building historically had a restaurant with that kind of activity and is pleased to have this type of spirit back in the building; added she is in agreement with HISTORIC RESOURCES COMMISSION MINUTES 7 MAY 3, 2001 Commissioner Bustamante on the exterior modifications rooting the Broadway St. door revision taking of four feet off will not be noticed from th@ street in addition to the new door on Second Street as there will be an awning and the impact of the opening will be minimal because of the awning shadows and the effect of the patrons using the outdoor dining area adjacent to the proposed south door. Comments from Staff Mr. Edwards • Welcomed Commissioner Blair O'Callaghan to the Commission. • Announced congratulations are in order for Kenneth Adams who has been appointed as the Assistant Director of the Planning and Building Agency overseeing the Building Safety and Community Preservation sections, effective May 1. • Noted the Planning Manager position is currently open for recruitment. 7. Comments from Historic Resources Commission Commissioner O'Callaghan • Thanked Councilmember Franklin for his nomination to the Commission and noted he is looking forward to serving. Commissioner Giles • Extended a warm welcome to Commissioner O'Callaghan. Congratulated the Floral Park neighborhood for a successful home tour. Thanked staff for preparing a tremendous amount of paperwork that is readable and informative, and noted appreciation for time and effort. Commented on the letter from Roger Heinrich of The Seventh-Day Adventist Church indicating that he received the notice of public hearing on April 30 and May 1. Staff responded that noticing is done 10 days before via certified mail to the property owner. Commissioner Giles asked that staff contact Mr. Heinrich in Riverside and update him on the Commission's action on their property. Commissioners Bustamante, Corpin and Richardson welcomed Commissioner O'Callaghan. Madame Chair Kings • Welcomed Commissioner O'Callaghan. • Congratulated Mr. Adams on his new appointment and noted appreciation for his work with the Historic Resources Commission. • Reminded Template Review Committee members of the next meeting on Friday, May 11 at 3:00 p.m. Thanked staff for continuing work on the Broadway Corridor noting the real task for the Commission is to review what approach they would like to take and requested a special meeting to further discuss the issues. Noted the wonderful work in progress on the informational packet going out to the historic property owners adding it would be helpful to consider a Spanish language leaflet in the packet to summarize information.
