APPROVAL OF THE MINUTES for the regular meeting of March 1, 2001. RECOMMENDATION: Approve the minutes of the regular meeting of March 1, 2001. B. COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The April 5, 2001 Agenda was posted at the City Hall Council Chambers on April 2, 2001 at 10;30 a.m. * * * END OF CONSENT CALENDAR CERTIFICATES OF RECOGNITION C. Madame Chair Kings presented a service award on behalf of the Commission to former Historic Resources Commissioners Berry and Cribb. Former Commissioner Brenes was unable to attend. She commended each for their diligent service and offered ' acknowledgements to the individual contributions that each commissioner made to the genesis and evolution of the Historic Resources Commission. WORK STUDY SESSION D. Christopher Norman presented an overview to the modifications necessary to Chapter 30. Included in his presentation was a proposal to amend three specific sections of the code: 1) To create internal consistency; 2) Add an implementation instrument for creating historic districts; and 3) Create a method for the Commission to approve alterations for historic structures. Commissioners Rankin, Kings, Chinn and Richardson requested that staff clarify a number of detailed questions about the proposals. Staff indicated that the detailed ordinance preparation would address the comments raised at the meeting. E. DISCUSSION OF INFORMATIONAL PACKAGES FOR OWNERS OF HISTORICAL PROPERTIES Hally Cappiello presented an overview of the staff work involving the preparation of informational packages designed for owners of historic properties. The package would consist of four basic components: 1) A history of Santa Ana 2) Frequently asked questions (by property owners) 3) Details of City of Santa Ana Historic Preservation Programs 4) Resources to assist owners of historic properties Commissioners Chinn and Giles offered constructive feedback of detailed information that they believe to be valuable to owners and prospective owners. Staff indicated that the requested adjustments would be made to informational packages. F Madame Chair Kings requested that her fellow commissioners bring closure to the request to include these properties in the official Register of Historic Properties. After a brief discussion among the Commissioners regarding the merits of each property, the following recommendations were made: 1) Commissioner Giles recommended that the Izaac Walton cabin be added to the list. 2) Commissioner Kings recommended that the City's water tower be added to the list and that Maharaja and Elliot houses not be added to the list until the rest of the neighborhood is considered. Ms. Leslie Neumann defended her recommendations regarding historic documentation prepared for the Mosbaugh-Loerch House. Madame Chair Kings closed the public hearing. Commissioners Rankin, Bustamante, Richardson and Kings offered comments and/or detailed historic perspective about the involved properties and. made several detailed inquiries that were addressed by staff and the historic consultant. STAFF AND COMMISSION COMMENTS ~, Comments from Staff Mr. Edwards • Announced that this meeting was the last official duty for Ms. Sharon McCain- Johnson as she had accepted employment elsewhere. • Noted that the Housing Division has developed a Home Property Preservation Program designed to provide services and financial considerations for residents of Santa Ana to assist in property upkeep efforts. • Offered staff congratulations to former Commissioners Berry, Brenes and Cribb. HISTORIC RESOURCES COMMISSION MINUTES 6 APRIL 5, 2001 6. Comments from Historic Resources Commission Commissioners Coroin and Bustamante expressed an appreciation of staff work. Commissioner Richardson expressed his pleasure at being appointed as the representative for the Planning Commission. Commissioner Rankin hoped that the Commission would study the work of Fredrick Eley. ' Commissioner Chinn • Expressed concern about graffiti along Fourth Street. • Announced the upcoming Floral Park Home and Garden Tour. • Inquired about the status of the Santora Building and the proposed Memphis Cafe. • Indicated that he would be participating in a discussion of Orange County history at Bowers Museum. Commissioner Giles expressed his thanks to Commissioner Chinn for informing the Commission of ReStone which sells unused construction material on South Grand. Madame Chair Kinas • Seconded the suggestion of recognizing Fredrick Eley as one of Santa Ana's notable architects. • Reminded the staff and committee members of the upcoming Template Review Committee meeting and offered a seat to a fourth Commissioner on the Committee. • Recognized that the Council had approved funding for historic plaques. • Hoped that staff would expedite the development of the plaque for the County Courthouse. • Requested that staff provide an update of the Broadway One Plaza project and its environmental review status. • Reminded Commissioners that there were outstanding requests (historic status of properties developed by Roy Russell and as well historic significance of the older ' Barrios of Santa Ana) yet to addressed. • Would like to schedule a focused discussion on the city's landmark structures. • Would like to create a list of local architects. 7. Excuse of Absences Motion by Commissioner Bustamante and seconded by Commissioner Giles to excuse the absence of Commissioners Gartner and O'Callaghan and approved unanimously by a vote of 6:0 (Gartner, O'Callaghan and Richardson absent). 8.
