CONSENT CALENDAR
Aparoval of the Minutes from the regular meeting July 6, 2000.
RECOMMENDATION:
Approve the minutes of the regular meeting of July 6, 2000.

STUDY SESSION
1. Presentation of the Santa Ana Historic Resources map.
SECOND: Berry
Ms. Marta Crane, Associate Planner, presented the historic resources map and discussed the data
base of information for the historical property designations.
The Commission complimented staff for the historic map; requested that the map be viewable on the
City's web site and at the Council Chambers; and requested that the inset maps be moved off of the
City map and that the French Park boundary be revised to show the National Register Historic
District (not the SD boundary).
2. Overview of annual obiectives.
Ms. Maya DeRosa, Senior Planner, provided an overview of the status of the Commission's
objectives; approximate completion timeframes; future Commission review dates of
outstanding objectives; and introduced Ms. Hally Cappiello and informed the Commission
that she was a new addition to the Planning Divisian and would be assisting with the

Historic Resources Commission projects.
Ms. Hally Cappiello, Assistant Planner II, provided an overview of her work efforts for the
creation of the Division's web page and the planned historical information for the web page.
Commissioner Chinn suggested that staff review the' web sites of Ontario and Rancho
Cucamonga.

1. Creation of Historic Designation Marker Committee.
RECOMMENDATION:
Create Historic Designation Marker Committee.
Commissioner Kings requested the Commission create a Historic Designation Marker
Committee and requested volunteers for the committee.
The Commission unanimously agreed to create the Designation Marker Committee.
Commissioners Kings and Cribb volunteered to serve on the Historic Designation Marker
Committee.

Ms. Maya DeRosa, Senior Planner, distributed a memq from Mr. Charles View, Downtown
Development Manager regarding the facade easement located at 921 North Sycamore.

Commissioner Chinn
• Commented that he and Commissioner Kings were going to meet with staff regarding
architectural style designation standards; they received information regarding the
standards and that they would be reviewing the information received.

• Commented that the Masonic temple would be a venue for the Santa Ana Jazz
festival.
Commissioner Giles
• Requested that the Commission reschedule the November 2000 meeting due to the
National Preservation Conference.
Requested that the SD/French Park map designation be agendized at a future
Commission meeting.
• Commented that he was interested in staff's opinion regarding amending the national
application.

Commissioner Cribb
• Informed the Commission that the Planning Commission had recently reviewed an
issue concerning replacement windows in Henninger Park and that he believed the
Historic Commission should have a discussion regarding discouraging aluminum
windows in historic neighborhoods. Mr. Jeffry Rice, provided an overview of the
issues concerning the replacement windows and, informed the Commission that they
could make a recommendation to the Planning Commission.
' • Commented that the Orange County Courthouse was a significant building, designed
by a famous architect Richard Neutra, and he would like to consider the structure as
Landmark.
Commissioner Corwin
• Commented that the Commission has been prgmised another tour of the Masonic
Temple once the upgrades had been completled and requested staff inform the
Commission of the status of the tour.
• Commented that she was looking forward to the National Preservation Conference.
Commissioner Kinos
• Commented that she would like to reschedule the November 2000 Commission
meeting due to the National Preservation Conference and asked staff to add this
issue to the next agenda.
• Commented that a study session after the conference would be beneficial.
• Informed the Commission that she and Commissioner Chinn would be meeting with
staff to research standards and materials.
' Expressed her appreciation to staff for the notige concerning the homes located at
1120 South Cypress and 1236 West Santa Ana Boulevard.
• Apprised the Commission that two homes had been recently burned; one located at
700 East First Street, appeared to be an early 1900 structure and one at the 800
block of Sycamore, a bungalow style, and she commented that she hoped that a
replacement structure could be constructed similar to the other homes in the
Henninger Park Neighborhood.
• Commented that she didn't believe staff was using the submittal checklist for reviews
and requested a copy of the checklist.
• Stated that she had requested a copy of the Secretary of Interior Standards and that
she believed it was important for each Commissioner to be familiar with the
standards and possibly include it in future training.
• Requested to know who reviewed the architecturbl specifications for adaptive re-use,
staff or the Commission. Ms. DeRosa indicated that staff reviewed the re-use and
made a recommendation to the Commission. Mls. Crane noted that that the review
also depended upon the status of the building, that the review could involve the
Building Department. Commissioner Kings further commented that it was important
for staff to be up to date on construction procedures for historical preservation.
7. Excuse of absences.
Motion to excuse the absences of Commissioners Brenes, Berry, Gartner, and
Bustamante.

After further discussions regarding the lack of Commissioner attendance, Commissioner
Cribb withdrew his second. The motion failed due to lack of second.
