Johnson, Commission Secretary Consent Calendar 1. Approval of the Minutes from the regular meetings of Febrttazy 1Q, 1999. RECOMMENDATION: Approve the minutes of the regular meetings of February 1(~, 1999. 2. Reconsideration of actions taken at previous meeting i Motion to approve the Consent Calendar items ]vith modifications to the minutes of February 10, 1999. MOTION: Kings SECOND: AYES: Berry, Chamberlain, Corpin, Cribb, Garner, Kings, Marsh, and Simons NOES: None ABSENT: Breves ABSTAIN: None 3. Discussion of the interpretation of various sections of Chaff tap r 30. (Gazy Sheatz) Mr. Sheatz discussed with the Commission the interpretation of Chapter 30, Sections 30.1 and 30.2 which listed the criteria for structures on the City's list. He noted modifications needed in the two sections of the code and stated that the items would be brought back before the Historic Commission and City Council for action. 4. Discussion - Pr~erties. Commissioner Berry asked if an outside consultant would be retained .for the purposes of categorizing the list. Commissioners Marsh and Corpin, expressed that they believed the previously appointed committee had done an appropriate jab of categorizing the list and no additional work was required. In addition, Commissioner Marsh stated that she believed the Commission was not ready to act on staff's recommendation and requested a committee be formed to address the issue. MOTION: Corpin SECONDED: Brenes AYES: Mazsh, Kings, Brenes, Berry, Chamberlain, Corpin, Cribb, Gartner, and Simons NOES: None ABSENT: None ABSTAIN: None Motion to form a eommittee group to review the catego on process and ranking system for structures listed on the Santa Ana Register of Historic roperties. MOTION: Brenes AYES: Marsh, Kings, Brenes, Berry, Simons NOES: None ABSENT: None ABSTAIN: None Commissioners Marsh, Kings, and Corpin volunteered to Mr. Adams informed the Commission that they would need to establish who would be on the subcommittee and that the Commission would need t give specific directions to the subcommittee as to establishment of a two, three, or four tired approach for the categorization of the ranking system. Motion to recommend that the subcommittee from a three tiered categorization defining the three tiers as Exceptional, Key, and Contributive in their evaluation of historic structures MOTION: Cribb ' SECONDED: Berry AYES: Marsh, Kings, Brenes, Berry, Chamberlin, Corpin, Cribb, Gartner, and Simons NOES: None ABSENT: None ABSTAIN: None Commissioner Kings further requested a discussion regazdi g salvage rights and/or procedures for buildings being moved or salvaged. Mr. Adams stated that staff would like to create the categories first and secondly establish priorities for the categories. Staff's intent was to modify the demolition process and would address salvaging structures at that time. In addition, he sttessed to the Commission that staff was trying to emphasize the urgency of establishing the categories. 6. Comments from the Executive Director. There were no comments. 7. Comments from the Planning Manager and Staff. There were no comments. 8. Comments from the Historical Resources Commissioners SECONDED: Corpin Corpin, Cribb, Gartner, and on the committee. Commissioner Marsh indicated that she had some suggestions as to the application for placing a structure on the Santa Ana Register, which she would forward to staff. Commissioner Cribb indicated that he would like the Commission to establish as priorities the review of the structures Downtown and on North Broadway.' Historic Resources Commission 2 March 10, 1999 wished her success in her new job. Several Commissioners thanked Ms. Linda Tatum for he' work with the Commission and wished her success in her new job. 9. Excuse of absences. There were no absences. 10.
