Johnson, ommission Secretary Consent Calendar 1. Approval of the Minutes from the regular meetings of Decerr~ber 9, 1999. LJ Motion to approve the Consent Cnlenrlar items. MOTION: Brener SECOND: Berry AYES: Berry, Brener, Chamberlain, Cribb, Kin~s, Marsh, and Simons NOES: None ABSENT: Corpin, and Gartner ABSTAIN: None 2. Discussion of the Mills Act process. Ms. Linda Tatum, Senior Planner, continued her discussion with the Commission regarding the Mills Act process. She discussed the appeal process anc~ enforcement once a contract is established. Mr. Kenneth Adams, informed the Commission that staff would finalize the ordinance and bring forward to the next scheduled meeting for action. The Commission unanimously requested that the ordinance qe modified so that the City would be a party with the recordation with the Mills Act with partic lar residents. 3. Ms. Robyn Uptegraff, Executive Director, introduced anc~ welcomed Commissioner James Gartner to the staff and the Commission and stated that Mr. Gartner's had not received information regarding the scheduled meetings. 4. Discussion of the evolution of the historical list. Commissioner Marsh informed the Commission of the cre~tion of the historical list and the ranking process for the historical list. The Commission made the following suggestions: • When additions are made to the list, provide a plaque to t~e property owner. 1 architectural styles. 5. • Create a data base with multiple search fieldswith architectural styles. Comments from the Executive Director. There were no comments. 7. Comments from the Planning Manager and Staff. There were no comments. 8. Comments from the Historical Resources Commissioners.; historical list. Commissioner Corpin asked if the Planning Commission W rkshop could be rescheduled from February 6, 1999 due to the Black History Parade being sc eduled the same day. Mr. Adams indicated that the Workshop was specifically designed for th new Planning Commissioners and City Council members. However, staff always invited a d encouraged all Commissions to attend. So if enough Planning Commissioners were able to attend, the date would remain the same. Commissioner Brenes thanked staff for the Christmas party and informed staff that he had been asked to speak at a conference and welcomed any staff members or commissioners to attend and ' assist in the presentation. Commissioner Berry asked when the election of officers would take place. Mr. Adams stated that it would be agendized for the next meeting. Commissioner Marsh informed staff that she believed it w s important to establish the forms and applications for property owners who would like to re uest to be placed on the historical register and requested that the forms be brought before the ommission at the next meeting. In addition, Commissioner Marsh informed the Commission th'~t an application for nomination for the historic French Park District to the national register of historic places would be heard before the State Historic Resources Commission ion February 5, 1999 at the San Juan Capistrano City Hall. The public meeting was opened to everyone. Commissioner Marsh invited the members of the Historic Resources Commission to attend and informational meeting on 7anuary 2Q 1999 at Bartlett Center in Santa Ana. A presentation regarding the national register program would be made by Marilyn Laurdy, Architectural Historian. The French Park his ,district which contains some of Orange County's finest architecture, including 132 contributing buildings and 32 noncontributing buildings. Commissioner Simons welcomed Commissioner Garmer an informed staff that he would like to meet in the Council Chambers for the Historic Resourc s Commission meetings from this point forwazd. Ms Uptegraff responded that the meetings w re set up to replicate the format of ' the Planning Commission meetings. However, she stated that there were more Historic Commission members than Planning Commissioners and R om 147 did not accommodate the Historic Commission comfortably and that staff would prepage the Council Chambers for future meetings. Commissioner Kings stated that she would be interested in $valuating historic standards on an area wide or district bases.
