ACTION MINUTES OF THE REGULAR MEETING
CITY OF SANTA ANA
HISTORIC RESOURCES COMMISSION
November 12, 1998.
CALLED TO ORDER
ATTENDANCE:
ABSENT:
Mr. Joseph Edwards, Principal Planner, introduced Mr. Jim Wilson as the Historic Resources
Commission consultant. Mr_ Jim Wilson introduced himself and discussed with the
Commission his training and qualitications as consultant to the Commission.

1. Introduction of the Historical Consultant.
' 2. Commissioner Cribb requested that Commissioner Marsh and Ms. Adeline Walker be
recognized for their efforts and determination in establishing the Historic Resources
Commission. In addition, he expressed his gratitude for their excellent work for preserving
historical structures. Mr. Adams stated that he would prepare written recognition to
Commissioner Marsh and Ms. Adeline Walker.

Discussion of the Bylaws.
RECOMMENDATION:
Approve the Bylaws for the Historic Resources Commission.
Mr. Joseph Edwards presented the Bylaws and staff recommendation for the Historic
Resources Commission. ~,

Adams informed the Commission that he would chair the Bo rd until ofticers were elected.

5. Robert's Rules of Order.
Mr. Kenneth Adams, referenced the Commissioners (handbook and explained to the
Commission the processes of the hearings.
Commissioner Cribb asked if the Commission would be reviewing the demolition process for
historical structures. Mr. Adams indicated that the demolition process had not been formally
established. However, the Historic Resources Commissioq had the authority to formalize the
process if it chose to do so; and he would agendize the item'for discussion at the next meeting.
6. Comments from the Executive Director.
'Chere were no comments.
7. Comments from the Planning staff.
Mr. Joseph Edwards informed the Commission that at the next meeting, staff would be
discussing policy issues and the Mill's Act.
8. Comments from the Historical Resources Commissioners,
Commissioner Berry expressed his appreciation that the istoric Resources commission had
been established and stated that he was looking forward to s~rving as a Commissioner.
Commissioner Brenes indicated that he was honored to serve on the Commission; that the City
had many historic treasures to be preserved. In addition, hej stated that he was interested in the
overall vision. Mr. Adanis informed the Commission that they had the ability to articulate their
overall vision.
Commissioner Corpin stated that she appreciated Council allowing the formation of the Historic
Resources Commission.
' Commissioner Cribb stated that he was privileged to have jbeen chosen to be on the Historic
Resources Commission and he was instrumental in forming the Commission. In addition, he
stated that he was interested in preserving 18`" through 2 `" Streets, preserving the historic
perception on the streets; possibly historical signs on the s reefs or facades on the structures;
and he noted that they were in the process of being rezonec . Mr. Adams responded that staff
would Form a portfolio at the next scheduled meeting.
Commissioner Kings asked with the formation of the Com fission, if the Commission became
certified, could the City be eligible for Federal funds. Mr. Adams stated that that was a topic
in the future that would be discussed with the Commission and staff would be requesting that
the Commission prioritize matters in the way they would lake staff handle them. She further
asked if the Commission would be establishing a historic neighborhood. Mr. Adams suggested
that it would be in the best interest of the Historic Resources Commission not to get into
Planning Commission's authority. However, the Historic Commission had the authority unless
the City Counci] overturned that authority.
Commissioner Marsh informed the Commission that she had recently had conversations with
the Clerk of the Council and stated that with the newly elected Council members, changes could
occur amongst the Commission. But the Commissio^ members were to remain on the
Commission unless a letter was received indicating differently. Commissioner Marsh requested
time on the next agenda to discuss how historical list was fodmed and to display photographs of
the stmctures. She noted that he believed it was important (for the City to have a copy of the
information as well as the library.
Commissioner Simons expressed his appreciation for his ap ointment on the Commission and
stated that the City was a wonderhd nucleus for historical st~ctures.
9. Adjournment to the Council Chambers.
Staff and the Commission adjourned to the Council Chamberg at 5:50 p.m

10. Discussion of hearing procedures.
Mr. Adams explained to the Commission the set up of~ the Council Chambers, seating
arrangements for the Commission and staff, and the voting process.
