HomeMy WebLinkAbout2010-01 • RESOLUTION NO. 2010-0 bk-12/17/09 A RESOLUTION OF THE HISTORI RESOURCES COMMISSION OF THE CITY OF SANTA A A APPROVING THE CERTIFICATE OF APPROPRIATE ESS FOR THE PROPERTY LOCATED AT 214 EAST SANTA CLARA AVENUE IN THE SINGLE FAMILY RESI(11ENCE ZONING DISTRICT (R1) (HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2009-03) BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commissign of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2009-03 to an addition and exterior repairs to the McGowan House located to 214 East Santa (Clara Avenue. • B. The McGowan House is individually listed pn the Santa Ana Register of Historical Properties and is categorized as Landmark. The structure was originally built c. 1886 in the unadorned FoIklVictorian architectural style. In 1938, the front fagade was remodeled in the Colonial Revival architectural style. The design characteristics of the Colonial Revival are its rectangular shape, hipped roof with boxed eaves, wide sf~iplap siding with pilaster corner boards, six over six wood windows and th asymmetrical recessed entry framed by an unadorned pediment, fluted ilasters, sidelights and fanlight above the door. A more recent remodel, 988, added a rear two-story addition with wood siding and windows simil r to the windows installed with the 1938 remodel. An exterior wood staircas to the second floor was part of the addition. C. The proposed exterior modifications are co fined to the 1988 addition on the rear portion of the structure and the fron~fagade on the north elevation will remain untouched by the alterations whi h include: 1. East Elevation-Removing the existing wooden staircase permitted in 1988 and constructing a 10 foot ide wood balcony with wood guard rail off the second floor m~ster bedroom. South Efevation(rear)-Replacing a reviously modified Palladian window on the second floor with t o (2) new wood divided light windows to match the existing wi doves on this elevation and replacing the wood siding to matc the existing. The staircase ground level access will be relocat d to this elevation and wrap around the corner of the structure to he west elevation. 3. West Elevation-The proposed eighty five (85) square foot addition to the first and second floor will nece sitate replacing windows with new wood divided light windows for }he second floor fifth bedroom and smaller divided light windows fpr the adjoining bathrooms. A new wood divided light door will be installed at the top of the stairs for access. On the first floor a new wood window with transom will match the existing window and smaller wood single light windows will be in the bath and laundry room. 4. Roof structure-Fire damaged framing, and eaves will be replaced to match the existing. The proposed addition roof will be incorporated into the existing roof structure to comtinue the existing design and pitch. Dimensional composition slltingles will cover the roof, matching the existing material. D. Pursuant to Santa Ana Municipal Cody section 30-6, the Historic • Resources Commission reviewed the application for approval of exterior modifications for the historic McGowan Hotjse located to 214 East Santa Clara Avenue. (Historic Exterior Modification) Application No. 2009-03). E. Since the property is listed on the Sang Ana Register of Historical Properties, all exterior modifications are required to meet the Secretary of the Interior's Standards for Rehabilitation. 1. The project meets these nationally accepted standards in that structural repairs will be undertaken i the most sensitive way, so as to cause the least damage to surrou ding historic materials thereby meeting Standard Number Nine. 2. Additionally, the work being done is proposed in an area that is not original to the building, but was constructed to allow for adaptive reuse of the building which is encouraged by City policy, and meets Standard Number One. 3. Character-defining features will maintain their architectural integrity. F. In accordance with the California Envilronmental Quality Act, the recommended action is exempt from furthe review. Pursuant to Section 15301, allows for a restoration or rehabilitatio of a deteriorated or damaged structure. A Notice of Exemption will be file for this project. • Section 2: The Historic Resources Commissio of the City of Santa Ana hereby approves the Certificate of Appropriateness for the McGowan House located to Resolution No. 2010-01 Page 2 of 4 i • 214 East Santa Clara Avenue. This decision is bas d upon, the complete record presented to the Historic Resources Commission, includi gall public testimony, and the staff report and exhibits. Section 3.
