HomeMy WebLinkAbout2009-19• RESOLUTION NO. 2009-1 AK-09/XX/09 A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA A A APPROVING THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 826 NORTH LACY STREET, (HISTORIC EXTERIOR MODIFICATION, APPLICATION NO. 2009-01) BE IT RESOLVED BY THE HISTORIC RESOUF~CES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commissiq'n of the City of Santa Ana hereby finds, determines and declares as follows: A. The General Plan land use designation Ifor this site is Low Density Residential (LR-7), and is located within the French Park Specific Development (SD-19) zoning district. B. The proposed site at 826 North Lacy Street is presently vacant, and will be • the new location for the Whitson-Powelson House. The land uses surrounding the subject property include a mixture of single family and multiple family residences to the north, south,,east and west. C. The Whitson-Powelson House is individually listed on the Santa Ana Register of Historical Properties and is categgrized as Key. D. The structure was originally built in 1903 in the Queen Anne (Late Victorian) architectural style. The distinctive architectural design features of this Queen Anne structure are its gable roof, narrow sidiing, patterned shingles, applied ornamentation, classic columns atop the pooch wall, curved four-bay porch and wood windows. E. Once relocated to the proposed location dt 826 North Lacy Street, the exterior of the historic Whitson-Powelson residence will be repaired and rehabilitated to preserve the character defining architectural features of the Queen Anne (Late :Victorian) architectural'style. In particular, the key exterior improvements include: 1. Remove non-original exterior northern facing door and bathroom window related to the prior duplex u$e on the north elevation, and infill with siding to match existing house. • 2. Replace metal framed parlor window with radius fixed wood window, with single plate of glass to match the priginal opening. Resolution No. 2009-19 Page 1 of 3 • 3. Repair damaged roof dormer vents. 4. Retain or rebuild the existing masonry himney at the new site. 5. Repair or replace front porch with wo d floor and rail, and concrete steps. 6. Replace rear utility entrance with concrete landing and steps, and wood railing. 7. Construct a new concrete foundation f r relocated structure. F. In addition, a new two-car garage is propose to be constructed to serve the residence. The garage is to be located in, the rear of the property with access off the alley, consistent with the development pattern in the neighborhood. The architectural style and finishes of the garage will be redesigned to include wood siding, roofl pitch and exposed rafters compatible with the main Queen Anne style hbuse. G. Pursuant to Santa Ana Municipal Cody section 30-6, the Historic Resources Commission reviewed the application for approval of exterior modifications for the historic Whitson~Powelson (Historic Exterior Modification Application No. 2009-01 ). H. The project meets Secretary of the Interior's Standards for Rehabilitation in that all replacement materials will match the existing materials, and will be an equivalent quality. Repairs will be undertaken in the most sensitive way, so as to cause the least damage to surrounding historic materials. • I. In accordance with the California Environmental Quality Act, the proposed project has been determined to be a Categorical Exemption per section 15301 as a restoration or rehabilitation q'F a deteriorated or damaged evelopment project consistent structure, and per section 15332 as an in-fill d with the General Plan and adequately se ed by utility/public services. Environmental Review No. 2009-119 will be f led for this project. Section 2: The Historic Resources Commissi n of the City of Santa Ana hereby approves the Certificate of Appropriateness for~the Whitson-Powelson House located at 826 North Lacy Street, Santa Ana (Historic Exterior Modification Application No. 2009-01). This decision is based upon, the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3. This Resolution shall take effect immediately upon its adoption by the Historic Resources Commission, and the Commissioj~ Secretary shall attest to and certify the vote adopting this Resolution.
