1. Award a contract to California Professional Engineering, Inc., the lowest responsible bidder,
in accordance with unit bid prices for the base bid plus add-on alternates one, two, three, and
four in the estimated amount of $226,965 for construction of Traffic Signal System Upgrades-
Phases 1, 2, 3 and 4.
2. Approve a Funding Analysis with a total estimated construction cost of $306,400.
DISCUSSION
The current traffic signal system that controls most of the City's traffic signals is outdated and no
longer supported by the manufacturer. Several years ago, the City implemented a new traffic
signal management system and is in the process of transitioning into the new system by
replacing the existing signal controllers with ones that are compatible with the new system. The
City has replaced less than half of all signal controllers using Measure M funds. This
construction contract will replace an additional 28 traffic signal controllers and cabinets.
The Notice Inviting Bids was advertised on December 27 and 29, 2010, and bids were opened on
January 18, 2011. A summary of the bid invitations mailed, the bids received, and the bid results
follows.

Due to recent competitive nature of the bids, the City added additional work in the form of add-on
alternates for each project in anticipation that the bids may be below the engineer's estimate. A
total of seven bids were received and all were responsive. The lowest bid plus add-on alternates
one, two, three, and four was submitted by California Professional Engineering, Inc. for $226,965,
which is below the Engineer's estimate of $385,650.
ENVIRONMENTAL IMPACT
After completion of Environmental Reviews Nos. 2010-04, 2010-05, 2010-06 & 2010-07,
Categorical Exemptions will be filed for these projects pursuant to the California Environmental
Quality Act.
FISCAL IMPACT
The funding analysis shows a total estimated construction cost of $306,400 for the project
(Exhibit 2). Funds are available in the Measure M Fund (accounting unit 03217660-66220).
