Direct the Housing Authority Attorney to prepare and authorize the
Executive Director to execute a second amendment to the agreement between
the Housing Authority of the City of Santa Ana and National Credit
Reporting for an additional $15,000 for a total contract not to exceed
$45,000.
COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
Recommended that the Housing Authority direct the Housing Authority
Attorney to prepare and authorize the Executive Director to execute a
second amendment to the agreement between the Housing Authority of the
City of Santa Ana and National Credit Reporting for an additional $15,000
for a total contract not to exceed $45,000.
By a vote of 4:0 at its Regular Meeting of November 15, 2005.
DISCUSSION
The U.S. Department of Housing and Urban Development (HUD) Housing Choice
Voucher Rental Assistance Program depends upon complete and accurate
disclosure of program participants' income sources, expenses, and
criminal history. HUD requires local Housing Authorities to screen all
applicants for drug - related and violent criminal activity and for
lifetime Sex Offender registration.

In February 2004, the Housing Authority entered into an agreement with
National Credit Reporting to provide this information via its web -based
service. Due to increased eligibility activity, the Authority is
requesting an additional $15,000 be authorized to ensure the Authority is
able to comply with federal regulations in screening applicants.
FISCAL IMPACT
Funds are available in the Assisted Housing Other Contractual Services
account (account no. 140 - 133 - 6291).
