HomeMy WebLinkAbout2008-32• RESOLUTION NO. 2008-32 TJ-10129/08 A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA DENYING THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 919 NORTH LACY (HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2008-03) BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2008-03 to allow the rehabilitation of the front porch for the property located at 919 North Lacy and historically known as the Straub House. B. The one-story property was built in 1924, and was placed on the Santa • Ana Register of Historical Properties as Contributive in 2002. The structure is listed on the California Register of Historical Resources, and is included in the National Register of Historic Places as a contributor to the French Park Historic District. The structure contributes to the French Park Historic District through its blend of Craftsman and Colonial Revival architectural style. C. The proposed project involves the repair of the concrete front porch landing and entry steps on the primary elevation. For the proposed rehabilitation, the applicant is requesting to change the existing concrete surface of the landing and steps by repairing and applying red brick veneer. D. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission held a duly noticed public hearing on November 6, 2008 for the request for exterior modifications of the historic Straub House located at 919 North Lacy, Santa Ana (Historic Exterior Modification Application No. 2008-03). E. Since the property is listed on the Santa Ana Register of Historical Properties, all exterior modifications or alterations are required to meet the Secretary of the Interior's Standards for Rehabilitation. 1. Planning staff has reviewed the project for compliance with Historic • French Park Design Guidelines and the 10 Secretary of the Interior's Standards for Rehabilitation and has concluded that the Resolution No. 2008-32 Page 1 of 3 • modifications made by the applicants do not meet the Secretary of the Interior's Standards for Rehabilitation numbers 5 and 6: i. Standard 5: Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved. ii. Standard 6: Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. F. Santa Ana Municipal Code Section 30-6 requires the Historic Resources Commission to issue a certificate of appropriateness upon making certain findings. 1. Will the proposed modification(s) substantially change the character and integrity of the historic property? The proposed modification substantially changes an important character-defining feature of a property listed on the Santa Ana Register of Historical Properties and thus compromises the property's historic integrity. The proposed • modification, which calls for the alteration of the porch landing and steps from concrete to brick veneer, would alter an element in a highly visible location on the facade in a manner that is incompatible with the 1924 Craftsman/Colonial Revival style architectural style the property represents. The porch and porch steps are character-defining features of this blended architectural style; the use of a material other than wood or concrete would substantially compromise the historic integrity of the structure and the reasons for its eligibility. G. In accordance with the California Environmental Quality Act, the project is a General Rule Exemption per section 15301 as the project includes minor alterations to the existing structure. Environmental Review No. 2008-183 will be filed for this project. Section 2: The Historic Resources Commission of the City of Santa Ana hereby denies the Certificate of Appropriateness for the Straub House, located at 919 North Lacy. This decision is based upon, the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and any exhibits. • Resolution No. 2008-32 Page 2 of 3 • Section 3. The Commission Secretary shall give direct notice to the applicant of the Commission's decision and these findings. ADOPTED this 6th day of November, 2008.
