HomeMy WebLinkAbout2008-31• TJ 9/25/08 RESOLUTION NO. 2008-31 A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA APPROVING THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 625 NORTH FRENCH STREET (HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2008-02) BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2008-02 for a new electrical service to replace the old service at the same exterior location of the property located at 625 North French Street, Santa Ana. B. This structure, which was built in 1924, is historically known as the Ebell • Club and was placed on the Santa Ana Register of Historical Properties in 2001 and categorized as Landmark. C. The proposed project involves the installation of a new electrical meter box on the exterior of the structure, replacing the meter box currently located on the interior of the building, to meet the current electrical code. It is proposed that the new meter box will be camouflaged by a stucco- covered surround painted to match the existing structure. D. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission reviewed the application for approval of exterior modifications for the historic Ebell Club (Historic Exterior Modification Application No. 2008-02). E. Since the property is listed on the Santa Ana Register of Historical Properties, all exterior modifications are required to meet the Secretary of the Interior's Standards for Rehabilitation. This project meets these standards; specifically, it meets standards Two, Nine and Ten. 1. The project meets these standards in that the historic character is retained and preserved, and there will be no removal of distinctive materials, thereby meeting Standard Number Two. 2. The proposed exterior alteration will not destroy historic materials, distinctive features, and does not alter massing, thereby meeting • Standard Number Nine Resolution No. 2008-31 Page 1 of 4 • 3. The new construction will be undertaken in such a way that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired, thereby meeting Standard Number Ten. F. In accordance with the California Environmental Quality Act, the recommended action is exempt from further review pursuant to Section 15331, which allows for rehabilitation of historic resources that meets the Secretary of the Interior's Standards. A Notice of Exemption will be filed for this project. Section 2: The Historic Resources Commission of the City of Santa Ana hereby approves, as conditioned in Exhibit "A" attached hereto and incorporated herein, the Certificate of Appropriateness for the Ebell Club, located at 625 North French Street, Santa Ana. This decision is based upon the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3. This Resolution shall take effect immediately upon its adoption by the Historic Resources Commission, and the Commission Secretary shall attest to and certify the vote adopting this Resolution. The applicant must comply with the condition listed below rip or to exercising the rights conferred by the Certificate of Appropriateness (Historic Exterior Modification Application No. 2008-02). 1.
