A RESOLUTION OF THE HISTORIC RESOURCES
COMMISSION OF THE CITY OF SANTA ANA APPROVING
THE CERTIFICATE OF APPROPRIATENESS FOR THE
PROPERTY LOCATED AT 2221 NORTH HELIOTROPE
DRIVE (HISTORIC EXTERIOR MODIFICATION
APPLICATION NO. 2007-03)
BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE
CITY OF SANTA ANA AS FOLLOWS:
Section 1. The Historic Resources Commission of the City of Santa Ana
hereby finds, determines and declares as follows:
A. The applicant is requesting approval of Historic Exterior Modification
Application No 2007-03 to allow a built up stucco cornice line around the
top of the structure, as well as an approximate 4" wide edge detail along
the balconies for the property located at 2221 North Heliotrope Drive
historically known as the Maharajah House.
• B. The property was built in 1938, and was placed on the Santa Ana Register
of Historical Properties as Landmark in 2003. The property is listed on the
California Register of Historical Resources, and is eligible for the National
Register of Historic Places.
C. The Maharajah House is an Art Moderne styled home and its association
with the Maharajah of Indore, hereditary ruler of a central Indian state and
reputedly one of the richest men in the world at that time. See the Historic
Template prepared for the Maharajah House attached hereto as Exhibit A
and incorporated as though fully set forth herein.
D. Pursuant to Santa Ana Municipal Code section 30-6, the Historic
Resources Commission held a duly noticed public hearing on October 4,
2007 for the request for exterior modifications of the historic Maharajah
House located at 2221 North Heliotrope Drive (Historic Exterior
Modification Application No. 2007-03).
E. Since the property is listed on the Santa Ana Register of Historical
Properties, all exterior modifications or alterations are required to meet the
Secretary of the Interior's Standards for Rehabilitation.
1. The following Secretary of the Interior's Standards are applicable:
2, 6, and 9.
• i. Standard 2: The historic character of a property will be
retained and preserved. The removal of distinctive materials

• or alteration of features, spaces, and spatial relationships
that characterize a property will be avoided.
ii. Standard 6: Deteriorated historic features will be repaired
rather than replaced. Where the severity of deterioration
requires replacement of a distinctive feature, the new feature
will match the old in design, color, texture, and, where
possible, materials. Replacement of missing features will be
substantiated by documentary and physical evidence.
iii. Standard 9: New additions, exterior alterations, or related
new construction will not destroy historic materials, features,
and spatial relationships that characterize the property. The
new work shall be differentiated from the old and will be
compatible with the historic materials, features, size, scale
and proportion, and massing to protect the integrity of the
property and its environment.
2. The historic character, and Art Moderne style of architecture, is
retained, and no features, spaces, and spatial relationships will be
altered.
3. The stucco material utilized for this alteration is of the same texture
and design as the original.
4. The paint color used for this project de-emphasizes the appearance
of the cornice line, thereby offering a subtle, thin line of edging that
is compatible with the architectural style.
5. The narrow strip of stucco material at the balcony line is very subtle
(approximately 4"), and does not detract or interfere with any
distinctive feature of the Art Moderne architectural style.
F. In accordance with the California Environmental Quality Act, the
recommended action is categorically exempt pursuant to Section
15063(b)(3). A Notice of Exemption will be filed for this project.
Section 2: The Historic Resources Commission of the City of Santa Ana
hereby approves the Certificate of Appropriateness for the Maharajah House, located at
2221 North Heliotrope Drive. This decision is based upon, the complete record
presented to the Historic Resources Commission, including all public testimony, and the
staff report and exhibits.
Section 3. The Commission Secretary shall give direct notice to the applicant
of the Commission's decision and these findings.
