HomeMy WebLinkAbout2007-16n U RESOLUTION NO.2007-16 KO-5/25/07 A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA APPROVING THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 1123 WEST THIRD STREET (HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2007-02) BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2007-02 to construct a 687 square foot addition to the rear of this existing historic residence, and to demolish the non-historic, substandard-sized garage, and build a 400 square foot (two-car) garage in matching architectural style and materials at the property located at 1123 • West Third Street. B. This residential structure is historically known as the Steussy House and was built circa 1928 and was placed on the Santa Ana Register of Historical Properties in October 2006 and categorized as Contributive. C. The proposed modifications to the exterior of the structure will not be readily visible from the right-of-way, and are designed to be architecturally compatible while extending the life of the house for modern residential purposes. D. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission reviewed the application for approval of exterior modifications for the historic Steussy House (Historic Exterior Modification Application No. 2007-02). E. Since the property is listed on the Santa Ana Register of Historical Properties, all exterior modifications are required to meet the Secretary of the Interior's Standards for Rehabilitation. 1. The project meets these standards in that any structural repairs deemed necessary will be undertaken in the most sensitive way, so as to cause the least damage to surrounding historic materials thereby meeting Standard Number Seven. r1 LJ Resolution No. 2007-16 Page t of 3 • 2. Character-defining features, such as original windows, massing, porch, and architectural details, will maintain their architectural integrity thereby meeting Standards Number Five. 3. Since the original portion of the house is not being remodeled, and will remain essentially intact from the public view, the structure's essential form will be unimpaired by this addition which meets the requirement of Standard Number Ten. 4. The new construction will be compatible by utilizing wood windows and windows trim, as well as matching narrow clapboard for external sheathing material and have matching eaves. However, it will also be differentiated by using modern screening material in the attic and sub-floor vents. The project thereby meets Standard Number Nine. F. In accordance with the California Environmental Quality Act, the recommended action is exempt from further review pursuant to Section 15331, which allows for rehabilitation of historic resources that meets the Secretary of the Interior's Standards. A Notice of Exemption will be filed for this project. Section 2: The Historic Resources Commission of the City of Santa Ana hereby approves the Certificate of Appropriateness for the 5teussy House, located at 1123 West Third Street. This decision is based upon, the complete record presented to • the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3. This Resolution shall take effect immediately upon its adoption by the Historic Resources Commission, and the Commission Secretary shall attest to and certify the vote adopting this Resolution.
